I thought he was reopening the investigation into Burisma?

President determines foreign policy. Now our foreign policy is to get to the bottom of the Russiagate lie and why would we want to give any weapons to a country who's government wouldn't help us uncover any political malfeasance perpetrated by Americans operating in that foreign country?

The prosecutor wasn’t investigating Burisma, and Biden was acting on behalf of the U.S.

The prosecutor is claiming now he was reopening the investigation, but there is no evidence to support that.

The President implements foreign policy and to an extent helps formulate it, but Congress determines it. And Congress appropriated the money that Trump was holding up.

I don't think anyone informed on the subject thinks that far-right talking points will be part of the investigation. Instead, the House will look at what actually happened back here in reality.

Though I will say, I really don't understand why people treat Judge Napolitano as such a legal authority. Yes he was a judge, but he was a state trial judge and he did it for 8 years. I don't see why that makes him an expert of Constitutional law.
