Now to me? I would think the headline should more accurately read: "58% of likely voters don't think anything illegal happened." :sorry:

Yeah ... the numbers don't add up.

Actually, if you check, they do add up. The 22% that believe it is not likely at all are part of the 36% that believe it's likely. The other 14% just doubt it is likely, rather than not likely at all, or something like that. So, if you remove the 22%, of "not likely at all," it does equal 100%.

At the same time, this is a Rasmussen poll which have been skewing very Republican over the last 4-ish years.

Yeah that was the way I read it too. It was just really badly worded.
