Is it a sin to have strong sexual desires for boyfriend or girlfriend?

The desire isn’t sinful. Indulging them is. She needs to redirect her thoughts from less arousing subjects. It takes practice but can be done.

I'm very single, but when I have sexual thoughts I redirect them to my future spouse.
Looking at the bigger picture helps.

Pray. God has helped me enormously. It is not sin to be tempted. Thinking about it is not helpful and usually ends up with the deed following the thought. She may need deliverance from a demon of lust also.

Matthew 5 NIV
27 “You have heard that it was said, ‘You shall not commit adultery.’ 28 But I tell you that anyone who looks at a woman lustfully has already committed adultery with her in his heart. 29 If your right eye causes you to stumble, gouge it out and throw it away. It is better for you to lose one part of your body than for your whole body to be thrown into hell. 30 And if your right hand causes you to stumble, cut it off and throw it away. It is better for you to lose one part of your body than for your whole body to go into hell.

It's a blessing to have such desires. But those desires do need to be ordered and only indulged in proper ways, at proper times. She needs to wait until marriage for one thing. Desire and discipline go together.
