"Scott rejected a separate source of federal funding that could have helped patients with HIV: expanded Medicaid under the Affordable Care Act."
As Governor, Scott did reject Federal funds for the healthcare of Floridians. I know people who think this just plain stupid. As Federal taxpayers, we pay the tax, then our Governor rejects our share when the benefits are passed out. We pay the tax and the Governor throws it away.
From my point of view, the good news is that I didn't go bankrupt as a result of Scott's decision, although it did cut into my savings. Scott rejected the funds to provide a subsidy for Obamacare, so you can either pay the full whopping price or go without.
I suspect that some people died as a result of Scott's bad decisions but I haven't seen any study to show us how many people died from not having insurance and not getting medical care.

As for part two here... Esquire is one tick from falling off the edge of the left. This is more than one looking at all the groups, news networks you name it.
So in my digging...strange how this story is being post and where from whom. But in my digging this is not in it "So Republican Governors Could Stick it to Obama". Words like "Several, likely" are used.
Forgive me not to offended. I just never take one story.. I search it out. Read all sides if there are. This is one of those stories that is true yet not. Made to make one side look worse then it was. And many more things went on than just "to stick it to Obama". One wonders about all those that were forced to have ObamaCare and the cost to them and what happen to the millions of them. Hmm

Thanks, that's interesting. I didn't realize there could be that many deaths from these decisions, and I'm still not sure how many states we are talking about, or what their total population is.

A year ago, Rick Scott was running for the Senate. I was able to publish the following letter in my local paper.
Rick Scott's eight years as Governor are a disaster. Six weeks after he assumed office, he proposed abolishing the Department of Community Affairs, created in 1985 to regulate urban growth. The abolition of the DCA took effect with the 2011 Budget. Would the people of Florida accept this if they knew what was being done to them?
Florida's state parks are an enormous asset to a state that depends on tourism. In the same year that the DCA was abolished, 2011, the Scott Administration considered closing 53 state parks, 30% of Florida's parks. Some of those parks were drawing over 50,000 visitors a year.
The attempt to close Florida parks didn't go over. Two years later, in 2013, the Scott Administration considered selling off land from 64 state parks, a land reduction for 37% of Florida's parks. That didn't go over either.
The Scott Administration privatized health care for Florida prison inmates in 2013. It was supposed to save money. Instead, the annual cost has now risen from $278 million per year to $375 million per year in the 2018-19 budget. That's an increase of $97 million per year.
Those prison-health dollars are now going to Centurion of Florida, a subsidiary of Centene Corporation. The Republican Party of Florida and two political committees associated with Rick Scott received over a million dollars from Centene in 2010. These remarkable facts have been reported by Sunshine State News and other sources.
Rick Scott does not deserve your vote for US Senate.

Leviticus 18:22 calls homosexual sex “detestable.” God is clear that man-on-man sodomy, which is the primary cause of HIV transmission in the US, is objectionable and must not happen. It isn’t the tax-payers’ fault that people with homosexual inclinations aren’t following the Lord our god’s commandment against gay sex. People who pay taxes shouldn't be penalized because homosexuals couldn’t control their urges and picked up a deadly virus because of it.

You are right to remind us about what the Bible says about homosexuality.
What we should do about public policy is another matter. Some people get HIV as a result of being raped. A public policy of promoting HIV prevention would indirectly protect rape victims from being exposed to HIV. There are other situations where an innocent person can be exposed to HIV. In marriage, a woman who is faithful to her husband can be exposed if her husband brings it home, having picked it up elsewhere. We can't simply say that we don't care about people who have somehow picked up a potentially fatal virus.
