Why should we need to take a vote in Congress to condemn a non-violent movement aimed at using financial leverage to change policies that the movement finds unfavorable?

Evidently the leadership of Congress (Democrat’s) found a reason for it.

Since you are so happy about it happening, why do you believe that we should condemn this non-violent movement where people choose not to spend their money on goods?

For the same reason we need to take a vote in Congress to condemn the president if he says something that some in Congress don't agree with.

The same reason as over 300 members of congress both Republicans and Democrats

Are you incapable of putting your own thoughts down?

You could just simply write to any one (or more) of the 300 members of Congress and ask them why they voted for it. Since they are the ones who actually cast votes, and they are answerable to the people, they would be happy to explain it. Remember, it was only 17 who didn't agree. Aside from them, it was unanimous.

Do those people know why Hislegacy likes it? Do they know him by that name (or any name?).

Perhaps not, but the thread is about Congress actually casting their votes to condemn the BDS. Wouldn't their reasons for actually casting their votes be more important than why a member here is happy about it?

That’s not what the Constitution says.

Does unfavorable speech make one an enemy?

It depends on what you consider to be unfavorable.

When Israel is wrong , and only boycotted two women . Because they couldn't stand up to Trump. They should be boycotted. But I have a feeling Israel just uses the Conservative Christian anyway.
The two women didn’t go with Congress, they wanted to go funded by terrorists

No it doesn’t.

What does the constitution say about speech?

It most certainly does!
Facebook certainly thinks so, as does law enforcement who is now arresting people for things they say or post online.
