No, China is not paying U.S. farmers $16B through tariffs
Trump said $16 billion in farm aid is being funded "out of the tariffs that we’ve gotten from China."

Tariffs are paid into the U.S. Treasury, and the Treasury funds the farm aid. But there is no specific earmark or conduit connecting the two.

More significantly, Trump’s claim simply does not reflect how tariffs work.

The tariffs imposed by Trump have been paid almost entirely by U.S. importers, who pass much of that on to consumers through price increases.

We rate Trump’s claim False.

Majority of the farmers here don't really care what fund the farm aid is coming from. Heck, most of them haven't even decided where they will sell the crops yet. Listening to them it sounds like most of them wait until it's time to harvest, and then sell to the higher recipient. Some recipients have already started to line up.

The farmers here seem to care MORE about the farmers in certain areas that didn't get to plant most of their fields this year due to rain. Most of them have insurance for that, but not all of them. That is what their bigger concern is - compared to the tariff issue.

I find it funny at times when I hear this stuff, and the people it effects the most don't even pay attention it.

Any tariffs that the USA has collected on Chinese imports have been collected from US customers who were willing to pay extra for that product. Without those tariffs those US farmers would still have a customer for their produce and the customers would not have had to pay extra. Who suffers? The USA farmer and the USA consumer. Who benefits? ...................... well, er, ah, dang! I can't think of anyone. Trade wars are easy to win.

Wait! Who won? It was the USA corporations who sent those jobs overseas to lower their production costs so that they could sell the same goods back to Americans. Who lost? The American worker. Who won? The CEO who just gave himself a hefty bonus .

This President's repeated claims that its China that will pay for the tariffs places America in a "lose/lose scenario!"

EITHER there is the frightening prospect that American trade policy is being formulated by a President who is wilfully "clueless" when it comes to implementing tariff policies OR he thinks that he can merely lie once again to the American public based on the assumption that they are too stupid to understand the issue!

Either way, the White House is operating like a "banana republic" whereby the public and media are expected to suspend their abilities to think critically and accept the divinely inspired words of this self-described "stable genius" without question!

the US will come out way ahead.

Trump and China are probably working together so as to drag this thing out so to be closer to Trump's reelection time.

I remember when Obama told Putin that things would be smoother between them once he was reelected. (or something like that?)

Who are they selling to? And at what price?
Farm bankruptcies are up. China use to buy $19 billion in agricultural products every year - and now they stopped.

And where will the US be economically compared to where we were before the trade wars started? Most likely, worse.

What's funny is the democratic nominee could legitimately put a gigantic tax cut in their platform by promising to remove the tariffs. They could then say they were going to remove those taxes and stimulate the economy unlike the big-government, big-tax Republicans.
