Open carry law means you are allowed to carry firearms openly in a public place. But apparently there are exceptions, such as...uh...openly carrying firearms in a public place.
Funny thing about body armor, too: it's designed purpose is to protect you in case some shooter shoots you. I thought that was precisely what 2nd Amendment is all about? And why Missouri passed this open carry law in the first place?
Don't make something legal and then arrest people when they actually do it.

You go out looking like you are loaded for bear, people are liable to think that you are going hunting for bear. Particularly immediately after two mass shootings in two days. While what he did was likely legal, it certainly was also stupid and provocative. I cannot blame people for reacting the way they did

Yeah, I think this could make for an interesting case. Per Wikipedia: "Missouri allows open carry without a permit, so long as the firearm is not displayed in an angry or threatening manner."
In another story I read: "Springfield attorney Scott Pierson told local news outlet KY3 that Andreychenko might not have been arrested for the incident if it happened before the shootings last weekend in El Paso and Dayton.
“But because of those things [that] happened, a reasonable person would be fearful of an individual walking in with a tactical vest and what looks like an assault rifle,” he said."
I don't see that news items can change the meaning or application of a law. But, IANAL.
