Maybe it would or wouldn't be dangerous - I'm not sure a handcuffed person on horseback is much of a threat to the armed man controlling the horse - but whether it is or not, "leashing" someone isn't the answer. It does make a point; very much the wrong point....

If he doesn't break the law, he won't have to worry about any of it.

Beside the point. Even when we break the law, we should be treated with a certain baseline of dignity.

I don't see the issue, he's not being dragged, he's not being lashed, there are no hounds nipping at his heels, and he wasn't hobbled, he does not appear to be in distress of any kind either. Last I checked, guarantee of an air conditioned ride to the lock-up is not in the US Constitution. Additionally, things happen when suspects are out of site, like in the back of vans, or squad cars. Being led down the street in plain view is probably a good thing...this happened in Texas after all.

I've never had to ask myself that question before, but I wonder if it would be better to put the arrested person on the horse, and have the officer holding the horse's bridle and walking on foot?

They do that in the movies.

The issue is that a leash is something one would use for an animal; it dehumanises him to be led by it.

Think of all those little dehumanized white rascals that were 'leashed' to their parents with fancy leather harnesses (back in the 40's). I think it was done to protected them from running into the streets. Oh wait, they still do it!

I think it would be very hard for a handcuffed person to hold on, and not fall off the horse. Additionally, if they were to heel the horse they could cause it to bolt. Probably not a good idea to put the suspect on the horse if you want to avoid injury.

I don’t believe most think that way in relation to criminals. Nor have most been on the wrong side of the law to give it much thought.

In the interest of giving the cops the benefit of the doubt...

I have seen cops sometimes demean people instead of press charges, and I actually like it. For example, I saw a cop pull over a guy for DWI. Rather than arrest him, he made him walk all the way home. I saw a street brawl, and the cops handcuffed a guy and made him sit there all night on the crowded street.

It makes sense. The cops don't want to ruin people by attaching a criminal record to their name. If they're a first-time offender, it's actually merciful to demean them and then release them. You get a DWI to your name and you're done. It's better to be humiliated and warned what will happen if you do it again.

Considering that the leashed man (Donald Neely) is currently out on bail after being indicted for criminal tresspassing, it doesn't look like your scenario has anything to do with the situation. This wasn't just an attempt to shame him into proper behaviour, it was just their go-to method of transporting him to be incarcerated.
