Maybe it would or wouldn't be dangerous - I'm not sure a handcuffed person on horseback is much of a threat to the armed man controlling the horse - but whether it is or not, "leashing" someone isn't the answer. It does make a point; very much the wrong point....
If he doesn't break the law, he won't have to worry about any of it.
