"Only"? that is one tenth of the population. 35 Million people.
but when you compare that to the population 10% is not many. In other words, 10% is a low percentage. The VEST majority of people do have health insurance.

If that’s the case then you should be all for getting them insurance since emergency care is more expensive than insurance and the ability to be proactive in health. Yeah, you’ll be paying for their insurance but it’s cheaper than paying for their emergency care. Unless people up on the mountain are penny wise and pound foolish.
People should not treat small things as emergencies anyway. If you asks me ERS should be permitted to asks people to leave if their condition is not bad enough.
