I think it's OK. Not too aggressive. We don't need to give food to those who can afford food. Or did I read that wrong?
Sen. Debbie Stabenow (D-Mich) seems to disagree. Of course, she's a Democrat. Still, I'm not sure what to make of this proposal by the administration.

I use Paul's instructions to widows in I Timothy chapter 5 to help give me a biblical approach to welfare. Clearly, from that it shows that family should take care of them if they are able. 1 Timothy 5:16 (ASV)
16 "If any woman that believeth hath widows, let her relieve them, and let not the church be burdened; that it mat relieve them that are widows indeed." According to this proposal, many families with some assets are using food stamps. If one has money (Not sure what the threshold is and that could be debated) they should take care of themselves first, leaving the government to care for the truly needy.
America has gotten soft on welfare. I remember seeing a documentary on the Great Depression and it took the poorest of Kansas many years, before they finally went to the government for help. Now we have many getting help with very little effort to overcome themselves.

The bible is clear on how to handle those who refuse to work. Some states are requiring recipients to work for their benefits. Understandably so.
And that was made possible for the states to enforce with Newt Gingrich passing and Bill Clinton signing the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) in 1996. Since then some states have chipped away at the provisions of the law.

Then in 2012 there were changes by the HHS to allow states to request waivers:

In July 2012, the Department of Health and Human Services released a memo notifying states that they were able to apply for a waiver for the work requirements of the TANF program, but only if they could find other credible ways to increase employment by 20%.

The article below makes it clear that all states are not the same.

However, I don't understand this statement as TANF is already means tested so it seems redundant to means test again for the same recipient. If one qualifies to get TANF/actual cash they're going to qualify for SNAP.

I'm not sure what they are wanting to make the same in all states? The cost of living is much higher in some states than others so there has to be differences in order to be fair, as they say they want to be.

However I can see why there is all this uproar.
In MN a household of 2 can make up $54,336 a year and that seems quite excessive to me. In my state that limit is $21,983 and our cost of living is very close to the same.

That is the case for most. The majority of full-time employees don’t have a relative watching their children. They have to pay for care. Either through a facility or someone in the home.

Most welfare benefit programs provide childcare assistance for employment or training. There are also sliding fee daycares and others that provide financial assistance.
