I don’t believe God ever changes, nor do our prayers change God’s mind. I think His love, mercy, deliverance, help, etc are always extended toward us; always. The problem is that we often think that we know what those things should be at this particular time in our lives. So when we pray, and He doesn’t answer like we think He should, we often regard it as a non-answer to prayer.

Also, this is an authority issue. God has given us authority over our own lives, if we don’t lay down our authority before Him and pray for the help that’s right there, He won’t violate our space and so we never receive the answer (nor expect it, so we might miss it anyway).

God doesn’t change, and His mercy and love toward us don’t change, but we are tempted to disbelieve that.

Then we are nothing more than Automatons. Jonah used his free-will to shirk his duties that GOD wanted him to do. In the end, the staggering amount of theatrics that GOD used to show Jonah that He would not take "NO" for an answer, got His attention.

God will conditionally change His course of action depending on how man response to God's commands/warnings/admonitions.

I believe this is correct. God is forthright with mankind and always allows them the opportunity to take heed (listen and respond) to commands/warnings/admonitions.
