I don’t believe God ever changes, nor do our prayers change God’s mind. I think His love, mercy, deliverance, help, etc are always extended toward us; always. The problem is that we often think that we know what those things should be at this particular time in our lives. So when we pray, and He doesn’t answer like we think He should, we often regard it as a non-answer to prayer.
Also, this is an authority issue. God has given us authority over our own lives, if we don’t lay down our authority before Him and pray for the help that’s right there, He won’t violate our space and so we never receive the answer (nor expect it, so we might miss it anyway).
God doesn’t change, and His mercy and love toward us don’t change, but we are tempted to disbelieve that.
