Actually it doesn't. Do you discount what Paul said in 2 Thessalonians 1? Perhaps you should read that. They were under persecution at the time Paul wrote to them. Paul is encouraging them to maintain their faith, as well as warning them of what was to come.
Paul clearly tells us the delusion is for those who will not believe. The passage says "those who perish because they would NOT receive the love of the truth....
Paul was example of what Christians would endure in
the 1st century [and today], before the great day of wrath in 70ad.
2Co 1:4
who comforts us in all our tribulation,
that we may be able to comfort those who are in any trouble, with the comfort with which we ourselves are comforted by God.
2 Corinthians 11
