I owe my friend 15$ a few months ago and forgot about it till today is it a sin to not pay them back?
Is not paying back friends a sin?

You should pay them back, immediately. Is it a sin not to keep your word? Yes. You should be a man of honor, and keep your word. The people you know should be able to say of you that they trust you, because you do what you say you will do. That includes paying back $15 to someone you said you would pay back. You need to get $15, find your friend, and give it back to him. Sooner rather than later.
I would also suggest that you avoid borrowing money, unless it is an emergency. Just saying.

Alright i will pay them back on the first of this month since i don't have any money right i should pay them back even if they aren't my friend?

Well... do think it is ok to break your word, if they are not your friend anymore? Or is being honorable, not something that hinges on friendship?
Honor my friend. Be a man of honor. Honor your word, no matter what.

Well we aren't friends anymore i fought with him for anothe reason last month

Though it is awkward because you had a falling out, you still need to do the right thing and pay him back, even if he doesn't remember lending it to you. Do so with kindness, grace and an apology for forgetting. Who knows, it might be the thing that renews your friendship. It will be a great witness.

If you own someone money then yes. If they say "Here some money, don't worry about paying me back. Its a gift!". Then you are ok. Granted I would help them in their time of need at some point.
