That eating locusts verse reminds me of when Jesus said:
Luke 10:19
Behold, I have given you authority to tread on serpents and scorpions, and over all the power of the enemy, and nothing shall hurt you.
It’s like John eating locusts is symbolic of his overcoming evil in a way, I don’t know 100% for sure though but it could be a cool comparison.

as the scorpions of the earth have power.
So one has power (as they are given power) just as it says, the scorpions of the earth have power, but power as it pertains to the same (which is given his disciples) over what appears as the same here (even given greater power as it pertains to them)

Rev 9:4
And it was commanded them that they should not hurt the grass of the earth, neither any green thing, neither any tree; but only those men which have not the seal of God in their foreheads.
Only the men
not sealed in their forehead (just as we would be sealed by the Holy Spirit) or who do not have the mind of Christ (or his name in their forehead) are they even allowed to hurt here. Which also agrees with Jesus words, who gave unto them the power to tread on serpents and scorpions, and over all the power of the enemy and adds,
"and nothing shall by any means hurt YOU"
All power is His, who commands the winds (even the four winds) just as the power given to
the locusts (shown as being limited) just as he gives power to his disciples,(who asked, "who is this that the winds and waters obey Him?"). They have greater power.
Mat 28:18 And
Jesus came and spake unto them,
saying,
All power is given unto me in heaven and in earth.
The rod is in his hand
Exodus 10:13
And Moses stretched forth his rod over the land of Egypt, and the LORD brought an east wind upon the land all that day,
and all that night;
and when it was morning, the east wind brought the locusts.
And of these it says,

And the locusts went up over all the land of Egypt, and rested in all the coasts of Egypt:
very grievous were they; before them
there were no such locusts as they, neither after them shall be such.
Exodus 10:15a
For they covered the face of the whole earth, so that the land was darkened;
And what they did to all green things
Exodus 10:15b
and they did eat every herb of the land, and all the fruit of the trees which the hail had left: and there remained not any green thing in the trees, or in the herbs of the field,
through all the land of Egypt.
But with these it says,

Nothing green is going to be hurt with these, only unsealed men
And again, in respects to what is hurt as it might pertain to the same, Jesus says
Luke 10:19
Behold, I give unto you power to tread on serpents and scorpions, and over all the power of the enemy: and nothing shall by any means hurt you.
Nothing shall hurt these (who are also the sealed of God). Then here compare
Duet 20:1
When thou goest out to battle against thine enemies, and seest horses, and chariots, and a people more than thou, be not afraid of them: for the LORD thy God [is] with thee, which brought thee up out of the land of Egypt.
Shapes of horses, theres crowns and faces of men even as it says,

Rev 9:7
And the shapes of the locusts were like unto horses prepared unto battle; and on their heads were as it were crowns like gold, and their faces were as the faces of men.

Nah 3:17
Thy crowned are as the locusts,

Rev 9:8
And they had hair as the hair of women, and their teeth were as the teeth of lions.
There are other verses, too many I keep folding them into the other and that helps but nothing where I can use them all at the same time yet.
