Isaiah 18:7 - Who are the people being described?

Sorry, I feel like this is a kind of minor question - but who are the people being described, are these the Egyptians? And is this a prophecy that was already fulfilled?

HI this is a part of scripture that was talking about Ethiopia and was pertaining to events of that day when Ethiopia sent delegations to try to form a confederacy with Israel against Syria. This section of Isaiah does have a lot of future prophecy sandwiched around it as chapter 17 and 19 have a lot of future stuff in them.

Thank you so much!! I love digging into the historical context of such things, but was reading the scripture on my phone app at the time and couldn't find anything about it in the blurbs of my study bible.
