Protestants believe that Jesus Christ is referring that the Keys to the kingdom and being able to Bind and Loose was given to all Christians, NOT SO!

Natsumi, Imagine the CHAOS if Jesus Christ gave all the Christians the Keys to the Kingdom of Heaven and all were given the power to Bind and Loose whatever. Example: If I were to bind something and then you at the same time were to lose that same something thing, WHAT THEN BUT CHAOS!

When Jesus Christ began His Church Founded on ROCK, which the ROCK is Christ, Christ has given the title of ROCK now to Peter in His stead, because Christ the Rock was going to ASCEND to the Father, Leaving His Church in the care of the Apostles and to their Successors which Peter is the first Pope having the Keys to the Kingdom of Heaven and is the Only one to bind and loose whatever on down the line of Popes.

Natsumi, the verse means exactly what Christ meant it to mean by referring it to Peter.

Christians cannot bind and loose anything they desire. We can only bind and loose what is in God's will. We are His intercessors here on earth and our prayers acts as the keys to bind and loose between earth and heaven.

That is a popular pentecostal/charismatic idea, but it is entirely fictitious.

Binding and loosing were well-understood terms in first century Judea, so the disciples knew EXACTLY what our Lord was talking about. In those days, leading rabbis developed codes of conduct designed to assist the common Jew to walk in obedience to the 613 commands of the Law of Moses. While the commands themselves seem clear enough, how they apply to specific situations are not always that clear. For instance, you are not allowed to work on the sabbath; but is picking and eating grain "work?" (Matt 12.2) Rabbi Shammai said it WAS work, but Rabbi Hillel said it was not work. (both in 1st century BC)

So Rabbi Hillel said plucking and eating grain for one's own consumption was LOOSED, while Rabbi Shammai said it was BOUND.

Loosed = permitted
bound = forbidden​

IOW, by telling Peter and the disciples they had authority to bind and loose, HE was telling them they had authority to make new rules on how New Covenant believers were to live, what was permitted and what was forbidden. The result was the writing of the New Testament.

Do you think the authority to do so is infallible?

Lutherans agree the Church has authority to discipline members (though it's extremely rare, we do recognize even the authority to excommunicate and disfellowship, for those whose presence is disruptive), but we believe that all authority ultimately comes from the Bible. It's not some kind of magic power than can send people to Hell.

Also, if a pastor believes someone's confession is obviously insincere, he can always withold absolution, though again it's extremely rare. In the past, we actually used a conditional absolution as part of our general confession, and the absolution was only unconditional in private confession.

From a certain perspective, the Bible is a book of Law. It thus has some markings about at which point a certain covenant takes effect from a lawful and legal point of view.

Law and Prophets are proclaimed until John the Baptist. This marks the end of the preaching of OT since from that point onward, OT may no longer save anyone including the Jews. Thus the new gospel must be preached instead. It thus marks the point from which the New Covenant takes effect.

Similarly, "Bind and loose" marks the end of God's authority as represented by the Jews. God will thus authorize Christians to form the NT Canon. Before this point, the Jews are the authenticated people to have the OT canonized.

The power of binding and loosing is given to the church. It is given to all believers in the sense that all believers are part of the church (or should be). But it is not given to all believers in that every individual has the right to exercise this power as an individual. Believers act together as a church body in order to exercise this power.

The power consists in the preaching of the gospel, declaring the forgiveness of sins and the need for repentance, and offering people access to God's kingdom through Jesus by repentance and faith in his name.

It also consists in the church hearing a person's profession of faith and, based on that profession, to acknowledge that person as a Christian and baptize that person.

I also consists in the church's power to deny baptism or church membership to a person who does not have a credible profession of faith. Similarly, it consists in the power of the church to discipline its members and even excommunicate those who refuse to repent.

My Church's Catechism says:

Catechism Of The Catholic Church said:
During his public life Jesus not only forgave sins, but also made plain the effect of this forgiveness: he reintegrated forgiven sinners into the community of the People of God from which sin had alienated or even excluded them. A remarkable sign of this is the fact that Jesus receives sinners at his table, a gesture that expresses in an astonishing way both God’s forgiveness and the return to the bosom of the People of God. (CCC 1443)

In imparting to his apostles his own power to forgive sins, the Lord also gives them the authority to reconcile sinners with the Church. This ecclesial dimension of their task is expressed most notably in Christ’s solemn words to Simon Peter: "I will give you the keys of the kingdom of heaven, and whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven." The office of binding and loosing which was given to Peter was also assigned to the college of the apostles united to its head. (CCC 1444)

The words bind and loose mean: Whomever you exclude from your communion, will be excluded from communion with God; whomever you receive anew into your communion, God will welcome back into his. Reconciliation with the Church is inseparable from reconciliation with God. (CCC 1445)
Frankly, I can't argue with their logic on this. It makes sense.

Hawkins, your statement above to me is 100% correct, Binding and Lossing is indeed a Jewish term, used by WHOM??? Yes, JEWISH HIGH PRIESTS as you stated.

Hawkins, Binding and Loosing were only given to the Jewish HIGH priests and not to ALL Jewish Priests. Therefore Hawkins, can you pin point as to why Binding and Loosing was only Given to the HIGH PRIEST and not to ALL Priests and Jewish people? Hawkins, Could it be that if ALL were given the Power to bind and Lose, that their Will be CHAOS? YEAHHHH!

FYI Jesus Christ did not come to destroy the Law or the prophets but to fulfill It! That being the Truth in Matthew 16:18 -19 Jesus Christ gives the KEYS to the Kingdom and the Power to Bind and Loose whatever into the Hands of Peter the New High Priest AKA later is known as the first Pope and not to another Apostle there standing by. Yes! We all know that there is Only one High Priest and His Name is Jesus Christ, but for AUTHORITY sake here on earth, Jesus Christ has established His Hierarchy.

Hawkins, yes indeed there was a Shift re Keys, Binding and Loosing from the Jewish High Priest into the Hands of St. Peter. Shift from the Temple to His Church Founded on ROCK with a Hierarchy/Priests to Govern It. Amen

As there was a Hierarchy in the Old Testament, there is a Hierarchy in the New Testament to this Very Day. The Jewish High Priest had the Chair of Moses which now we have the Chair of Peter.
