Depends what you mean by receiving. The OT believers were in the bosom of Abraham awaiting the acceptance of the wave offering made by Jesus to justify them to become saved believers. The prophets had the Holy Spirit upon them to deliver their messages. But then there was Cyrus who wasn’t a believer but was still moved by the HS to act according to God’s foreknowledge. The disciples that received the HS before pentecost was for understanding but the work they were to do, like the mantle of the prophets, wasn't. The Spirit of God can rest upon the unsaved, as she did upon certain individuals in the Old Testament. That's a different thing, though, than the way in which Christians have her.
Can an unsaved person receive the Holy Spirit? No. Can an unsaved person be guided by the Holy Spirit? YesA simple yes or no answer is sufficient. Feel free to expound if you feel like it.
