According to its authorizing document which was signed by Deputy Attorney General Rod Rosenstein on May 17, 2017, the investigation's scope included the allegation that there were links or coordination between (my emphasis) Donald Trump's presidential campaign and the Russian government...

Doesn't even mention collusion.

What matters here is the legal issue. Yes, it can be a synonym for "conspiracy." However, "collusion" is not a crime, while "conspiracy" can be. Sometimes, people use words without understanding what those words mean. Let's take a look...

For example, the meeting between representatives of the Trump campaign with representatives of the Russian state, in Trump Tower to get "dirt" on Hillary Clinton, while being falsely represented as involving adoption issues, was collusion:

secret agreement or cooperation especially for an illegal or deceitful purpose acting in collusion with the enemy

It was secret, in that it was hidden from the public, and later when it was discovered, President Trump penned a memo falsely describing the purpose of the meeting. It is a crime for a foreign agent to provide anything of value to an American election campaign organization.


Trump's former advisor, Steve Bannon, characterized it as "treasonous" and "unpatriotic." It certainly was the latter, but it wouldn't be the former, since we are technically not at war with the Russians, even though the interference into our election process was designed to harm the United States. Still, it is not a crime to be unpatriotic.

Whether or not it qualifies as "conspiracy" is yet to be determined.
