Hebrews 6:4-11 4It is impossible for those who have once been enlightened, who have tasted the heavenly gift, who have shared in the Holy Spirit, 5who have tasted the goodness of the word of God and the powers of the coming age 6and who have fallen away, to be brought back to repentance. To their loss they are crucifying the Son of God all over again and subjecting him to public disgrace. 7Land that drinks in the rain often falling on it and that produces a crop useful to those for whom it is farmed receives the blessing of God. 8But land that produces thorns and thistles is worthless and is in danger of being cursed. In the end it will be burned. 9Even though we speak like this, dear friends, we are convinced of better things in your case-the things that have to do with salvation. 10God is not unjust; he will not forget your work and the love you have shown him as you have helped his people and continue to help them. 11We want each of you to show this same diligence to the very end, so that what you hope for may be fully realized.

if they are cursed, and say the Holy Spirit gave up on them, can they consciously decide to do whatever it takes to get back to God, and maybe He will then send His Holy Spirit to quicken them? people who are given over to a reprobate mind, they may be part of this. or the people who are living in pleasures, who are said to be dead while living (paraphrased)

The answer to your question is yes. Provided that you don't hold to the idea of scripture alone. You've already seen what the bible says about it.

No, there is no way they can ever come back to God (But they don't want to either). Now, it wasn't that the Holy Spirit gave up on the person, but rather, it was the person who decided to reject God, and the salvation he provided for him. And a person like this will have no desire to want to get back to God. If the person does have a desire to get right with God like you said, then they have not become cursed (they did not reject God, or renounce their salvation).

The verses above are describing a person who, for one reason or another, decides to renounce their faith, and once they do that, they have no desire to do what ever it takes to get back to God. Infact, they are going to run as far away from him because they don't want anything to do with him. Rejecting your faith is the one sin you cannot be forgiven for, and so once you reject them, God will honor your choice and he will not resend his Holy Spirit to quicken them like you said (you died once again spiritually, and so Christ would have to re-die on the cross in order to get you re-saved once again, but he is not going to that again). A person who rejects their faith are the ones who become reprobate, or a person who rejects the constant drawing of the holy Spirit, God can give them over to a reprobate mind as well. The Bible mentions that God is drawing us towards him, but it doesn't say he will do it forever, and so for those who hate God and want nothing to do with Him and harden their hearts towards him and reject the drawing of God, God can choose to withdraw the drawing of the Holy Spirit and once he does that, it's over for that person and their is no coming back from that.

But I do want to note in regards to the Hebrews 6 verses, that they are describing someone who has greatly matured in their faith. A baby christian or immature christian is not held accountable for renouncing their faith out of frustration. But if a person who has walked in the supernatural power of God, and has walked supernaturally with him (like the apostles in the Bible), if a person like that were to one day decide they no longer want nothing to do with God, they can renounce their faith and God will honor their choice. And once that happens there is no going back.

I hope this helps :)

We must balance one Scripture against another. Jesus said that all sin and iniquity shall be forgiven of men. The Scripture also says to come and reason with God and our sins although were scarlet will be as white as snow. This means that there is always hope that anyone who takes hold of the promises of God will find forgiveness and restoration. Even if a person has committed the unforgiveable sin, if they take hold of God's promises and maintain faith in Christ, there is every indication that God's grace and mercy can overcome even that condition!
