The heads are the whole beast. (?)
Rev 13
1And I saw a beast rising out of the sea, with ten horns and seven heads, with ten diadems on its horns and blasphemous names on its heads. 2And the beast that I saw was like a leopard; its feet were like a bear’s, and its mouth was like a lion’s mouth. And to it the dragon gave his power and his throne and great authority. 3One of its heads seemed to have a mortal wound, but its mortal wound was healed, and the whole earth marveled as they followed the beast.
Rev 17
3And he carried me away in the Spirit into a wilderness, and I saw a woman sitting on a scarlet beast that was full of blasphemous names, and it had seven heads and ten horns. 4The woman was arrayed in purple and scarlet, and adorned with gold and jewels and pearls, holding in her hand a golden cup full of abominations and the impurities of her sexual immorality. 5And on her forehead was written a name of mystery: “Babylon the great, mother of prostitutes and of earth’s abominations.” 6And I saw the woman, drunk with the blood of the saints, the blood of the martyrs of Jesus.
Rev 13 is at the 7th Trumpet. The 10 horns are now 10 kings. When the 10 kings receive power, they elect the 11th horn, the little horn of Daniel 7.
Rev 17
11As for the beast that was and is not, it is an eighth but it belongs to the seven, and it goes to destruction. 12And the ten horns that you saw are ten kings who have not yet received royal power, but they are to receive authority as kings for one hour, together with the beast. 13These are of one mind, and they hand over their power and authority to the beast. 14They will make war on the Lamb, and the Lamb will conquer them, for he is Lord of lords and King of kings, and those with him are called and chosen and faithful.”
15And the angel said to me, “The waters that you saw, where the prostitute is seated, are peoples and multitudes and nations and languages. 16And the ten horns that you saw, they and the beast will hate the prostitute. They will make her desolate and naked, and devour her flesh and burn her up with fire, 17for God has put it into their hearts to carry out his purpose by being of one mind and handing over their royal power to the beast, until the words of God are fulfilled. 18And the woman that you saw is the great city that has dominion over the kings of the earth.”
At Rev 12, the dragon has 7 heads & 10 horns, & 7 crowns. At Rev 13, the dragon has 7 heads, 10 horns, & 10 crowns (Revelation 13:1).
At Rev 17 above, when the 10 horns become 10 kings, they burn the harlot (at the 7th Trumpet/ start of the beast from the sea).
Before the 7th Trumpet, the 10 horns are not kings. When they become 10 kings/ 'get their 10 crowns'/ 'diadems', they can elect the 11th horn, the little horn of Daniel 7. (the little horn of Daniel 7 is the little horn that is the 11th horn, the elected king over the 10 kings.)

The 'dragon' is the political entity of the 'terrible beast with 10 horns' from Daniel 7:19-25. It is the dragon/ 'terrible beast' that has the 'throne'/ the Daniel 8 little horn. (the little horn of Daniel 8 is the one that is said to stop the daily sacrifices.)
When it says at Rev 17 that the beast 'was, is not, and yet is'
7But the angel said to me, “Why do you marvel? I will tell you the mystery of the woman, and of the beast with seven heads and ten horns that carries her. 8The beast that you saw was, and is not, and is about to rise from the bottomless pit and go to destruction. And the dwellers on earth whose names have not been written in the book of life from the foundation of the world will marvel to see the beast, because it was and is not and is to come.
People generally interpret this to mean from the historical past and then to the present/ future. Which it might mean that, but it could just as easily mean there is a gap in between the Daniel 8 little horn & the Daniel 7 little horn/ 11th horn. (as I posit, a 266 day gap, the exact 'gestation' of Rev 12's woman in labor: the Daniel 8 little horn is defeated at Aug 17, 2024 and the Daniel 7 little horn is brought to power/ the 11th horn is elected to power by the 10 kings (that used to just be horns, kings in waiting) at the end of the 1260 days of the 2 witnesses (May 10, 2025).
The woman is not allowed to 'ride' / control the 7 headed, 10 horns, 10 crowned beast. The woman (a la Rome) can only rule when there are 10 horns that don't have royal power to elect the 11th horn/ the Daniel 7 little horn, ie before the 7th Trumpet/ the beast from the sea with 10 crowns.
