Here's the Scriptures:

Matthew 13: NASB
3And He spoke many things to them in parables, saying, “Behold, the sower went out to sow; 4and as he sowed, some seeds fell beside the road, and the birds came and ate them up. 5“Others fell on the rocky places, where they did not have much soil; and immediately they sprang up, because they had no depth of soil. 6“But when the sun had risen, they were scorched; and because they had no root, they withered away. 7“Others fell among the thorns, and the thorns came up and choked them out. 8“And others fell on the good soil and yielded a crop, some a hundredfold, some sixty, and some thirty. 9“He who has ears, let him hear.” (NASB)

Only one type a soil called good yielded a crop. Curious isn’t it? Seed scattered all over and only one had the ability to yield a crop.

Jesus explains why He speaks in parables continuing with Matthew 13: NASB

10And the disciples came and said to Him, “Why do You speak to them in parables?” 11Jesus answered them, “To you it has been granted to know the mysteries of the kingdom of heaven, but to them it has not been granted. 12“For whoever has, to him more shall be given, and he will have an abundance; but whoever does not have, even what he has shall be taken away from him.13“Therefore I speak to them in parables; because while seeing they do not see, and while hearing they do not hear, nor do they understand.

14“In their case the prophecy of Isaiah is being fulfilled, which says,
‘YOU WILL KEEP ON HEARING, BUT WILL NOT UNDERSTAND;
YOU WILL KEEP ON SEEING, BUT WILL NOT PERCEIVE;

15FOR THE HEART OF THIS PEOPLE HAS BECOME DULL,
WITH THEIR EARS THEY SCARCELY HEAR,
AND THEY HAVE CLOSED THEIR EYES,
OTHERWISE THEY WOULD SEE WITH THEIR EYES,
HEAR WITH THEIR EARS,
AND UNDERSTAND WITH THEIR HEART AND RETURN,
AND I WOULD HEAL THEM.’

16“But blessed are your eyes, because they see; and your ears, because they hear. 17“For truly I say to you that many prophets and righteous men desired to see what you see, and did not see it, and to hear what you hear, and did not hear it. (NASB)

Again curious here. Jesus said it is granted to some to know the mysteries of the Kingdom but to others not. We must have ears to hear and eyes that see. This is granted. A sovereign act of God. Continuing with chapter 13:

18“Hear then the parable of the sower.19“When anyone hears the word of the kingdom and does not understand it, the evil one comes and snatches away what has been sown in his heart. This is the one on whom seed was sown beside the road. 20“The one on whom seed was sown on the rocky places, this is the man who hears the word and immediately receives it with joy; 21yet he has no firmroot in himself, but is only temporary, and when affliction or persecution arises because of the word, immediately he falls away. 22“And the one on whom seed was sown among the thorns, this is the man who hears the word, and the worry of the world and the deceitfulness of wealth choke the word, and it becomes unfruitful.23“And the one on whom seed was sown on the good soil, this is the man who hears the word and understands it; who indeed bears fruit and brings forth, some a hundredfold, some sixty, and some thirty.” (NASB)

Pretty sobering. I think most of us have preached the Gospel to friends, associates, family or open air to groups. Jesus’s explanation again is truly sobering.

Would you consider this parable explaining the difference between a General call to the Gospel where the seed is scattered everywhere and effectual call where only the good soil the Gospel takes root bears fruit?

Where only those with ears that hear and eyes that see will come to Christ?

In order to make an informed interpretation it is most helpful to cross reference the other gospel writers who also recount this same parable; for example Luke 8 tells the same story. Pay particular attention to v.13 - "And the ones on the rock are those who, when they hear the word, receive it with joy. But these have no root; they believe for a while, and in time of testing fall away."
This particular verse is about believers who fall away due to testing. The effectual call was not effectual was it?

That's found in the other parable as well:

5“Others fell on the rocky places, where they did not have much soil; and immediately they sprang up, because they had no depth of soil. 6“But when the sun had risen, they were scorched; and because they had no root, they withered away. 7

Thanks for bringing that up. Isn’t “but these have no root” an indicator?

" The rain falls on the just and the unjust " . A rose doesn't care who smells it or who doesn't smell it it just blooms cause thats its joy . We are to shout from our roof tops about Jesus Christ cause thats our joy we don't care who gets it or who doesn't . We don't have to always preach at people . Jesus didn't he knew what people needed sometimes just a cup of cold water, a smile to send them on a different track .

That would be logically possible however if we examine the verse further, it states "but in the time of testing they fall away." Only genuine believers are subject to testing. Only genuine believers possess saving faith to fall away from. Those who never believed possess no faith to test. It is impossible for unsaved person to fall away from something he was never a part of. Because of this, I have to conclude that those who genuinely believe can subsequently fall away.

The context is clear they were new Christians for awhile but the gospel did not take root in them so they fell away easily.

When God starts talking to you in riddles, it means you wouldn't listen to the simple straightforward message. The passage from Isaiah, quoted at the end Luke btw, can be summed up in the saying, none so blind as those who will not see. The context of the chapter is just before Jesus had broken with the religious establishment, in the next chapter John the Baptist will be beheaded, followed by the feeding of the 5,000, where so many left him and would not follow him anymore. Jesus is withdrawing from the crowds to spend more time with his Apostles. The question here is simple enough, why do some accept the word of God and others reject it. It seems to me the religious establishment were the more hard hearted, along with political leaders like Herod. Then the more shallow types like the 5000 who followed Jesus because they ate and were filled.

I take the parable as an admonition, and not fatalistically. We can repent and change if we desire. Those on the roadside can come apart to a desert place and seek God. Those on rocky soil can break up their fallow ground and seek deeper roots. The third case isn't even about the soil, which is implicitly good, it's about the husbandman who doesn't weed his crops. So that's an outright admonition. The word sown is efficacious in every circumstance. The difference is in how it's received.

Only one soil received the seed to produce. It can't be a Holy Spirit sealed believer. You would have to argue from the good soil somehow becoming bad soil.

We don't have to always preach at people
You see preaching the Gospel as 'at people.' That's an interesting use of words.

Luke 24: NASB
44Now He said to them, “These are My words which I spoke to you while I was still with you, that all things which are written about Me in the Law of Moses and the Prophets and the Psalms must be fulfilled.” 45Then He opened their minds to understand the Scriptures, 46and He said to them, “Thus it is written, that the Christ would suffer and rise again from the dead the third day, 47and that repentance for forgiveness of sins would be proclaimed in His name to all the nations, beginning from Jerusalem. 48“You are witnesses of these things. 49“And behold, I am sending forth the promise of My Father upon you; but you are to stay in the city until you are clothed with power from on high.”

1 Corinthians 2: NASB
1And when I came to you, brethren, I did not come with superiority of speech or of wisdom, proclaiming to you the testimony of God. 2For I determined to know nothing among you except Jesus Christ, and Him crucified. 3I was with you in weakness and in fear and in much trembling, 4and my message and my preaching were not in persuasive words of wisdom, but in demonstration of the Spirit and of power, 5so that your faith would not rest on the wisdom of men, but on the power of God.

You mean verse 20-21?

20“The one on whom seed was sown on the rocky places, this is the man who hears the word and immediately receives it with joy; 21yet he has no firm root in himself, but is only temporary, and when affliction or persecution arises because of the word, immediately he falls away.

The context is clear they were new Christians for awhile but the gospel did not take root in them so they fell away easily.
Or with no root there is no fruit. Meaning the 'saved' could be mental assent to the Gospel but not believing with the heart Jesus is raised from the dead.

Once again, the problem of revivalism 'decisional regeneration' is driving many theories on loss of salvation.

Romans 10: NASB
5For Moses writes that the man who practices the righteousness which is based on law shall live by that righteousness. 6But the righteousness based on faith speaks as follows: “DO NOT SAY IN YOUR HEART, ‘WHO WILL ASCEND INTO HEAVEN?’ (that is, to bring Christ down), 7or ‘WHO WILL DESCEND INTO THE ABYSS?’ (that is, to bring Christ up from the dead).” 8But what does it say? “THE WORD IS NEAR YOU, IN YOUR MOUTH AND IN YOUR HEART”—that is, the word of faith which we are preaching, 9that if you confess with your mouth Jesus as Lord, and believe in your heart that God raised Him from the dead, you will be saved; 10for with the heart a person believes, resulting in righteousness, and with the mouth he confesses, resulting in salvation. 11For the Scripture says, “WHOEVER BELIEVES IN HIM WILL NOT BE DISAPPOINTED.” 12For there is no distinction between Jew and Greek; for the same Lord is Lord of all, abounding in riches for all who call on Him; 13for “WHOEVER WILL CALL ON THE NAME OF THE LORD WILL BE SAVED.”

How is the seed efficacious in other than the good soil? Other than the good soil none produce a crop.

I believe the parable as Jesus explains it is simple and not as complex as you make it out. Seed is scattered and only one soil produces. Jesus before his explanation said some hear because they have ears that hear and eyes that see and others don't.

It's concrete and simple as long as we don't read into the text something not there.

I agree ... this is also interesting:

Matthew 13

4And as he was sowing, some seed fell along the path, and the birds came and devoured it.

of which I think is regarding satan as in totally destroying/devouring the seed.

I did get a question one time on another thread which went like this "why does God allow seed to fall on soils that obviously will not take root and produce fruit?"

A very good question perhaps we can discuss in this thread as well.

18 Consider, then, the parable of the sower: 19When anyone hears the message of the kingdom but does not understand it, the evil one comes and snatches away what was sown in his heart. This is the seed sown along the path.

Yep, it's the evil one.

Would you consider this parable explaining the difference between a General call to the Gospel where the seed is scattered everywhere and effectual call where only the good soil the Gospel takes root bears fruit?

Where only those with ears that hear and eyes that see will come to Christ?
The effectual call is just that: effectual.
Which means, the saving effect of the Gospel happens only in the case of those hearts which have been prepared to receive it. Whether a heart is in such a condition, not even the hearer can know until the tender herb of truth has been tested by the cares of this world, etc.
This does not mean we cannot have any assurance that the Gospel is taking root in us. We have the promise that a diligent cultivation of the truth in our hearts will yeild fruit.
Psalms 126:5-6
They that sow in tears shall reap in joy.
He that goeth forth and weepeth, bearing precious seed, shall doubtless come again with rejoicing, bringing his sheaves with him.

We also have the promise of discipline by the Vinedresser in the removal of our fruitless branches.
Hebrews 12:11
Now no chastening for the present seemeth to be joyous, but grievous: nevertheless afterward it yieldeth the peaceable fruit of righteousness unto them which are exercised thereby.
