Is it true that ROCOR doesn't commemorate HB Metropolitan Tikhon of the OCA? If so, why is that?
This is not in connection with any of that. I also don't see why they wouldn't, but I heard that they don't, even after they were reunited to Moscow in 2007. That's why I asked.I don't see why they wouldn't? It's the Ecumenical Patriarch they're currently not commemorating.

This is true, but it all depends on what kind of agreements they made during the reunification talks. In reality all who recognize OCA autocephaly are supposed to pack their bags and leave North America or very least commemorate the OCA primate.except now they are under Moscow, who has.

During concelebration yes. I doubt anything has been worked out officially on Rocor's attitude towards OCA autocephaly. Generally ROCOR doesnt find overlapping jurisdictions in diasporan immigrant lands to be uncanonical: The Russian Orthodox Church Outside of Russia - Official WebsiteI am pretty sure they do commemorate the OCA primate, as they have concelebrated with him AS the OCA primate.
Which makes one wonder why the parishes that stayed MP after autocephaly was granted even exist.
