One is saved once they believe with the heart that Jesus is Lord, that he died for their sins, was buried and rose on the third day. It is also vital that they both believe in the death, burial, and resurrection of Jesus. One cannot just believe in the death and not believe in the resurrection.
The moment one believes in the heart and accepts Jesus into their life, they will be given the Holy Spirit and born from above ("Born Again")
This will result into repentance and becoming a new creation when he is in Christ. Old things have passed and all things become new. Its end result is a life change (Sanctification) becoming more like Christ over time.
One who is saved will have desires to be baptized, part take in the bread and wine, and continue on their walk. These are outward changes in the result of faith.
But this is also not to say that people will all of a sudden be perfect after they are saved, but it is common to see an outward change that will progress overtime.
