It does not.

But insisting that being shy is a sign of sinful behavior does.

How about a child that grows up with an abusive father that insists "children are to be rarely seen and NEVER heard?" And gets beaten every time they speak up or look someone in the eye? Many/most do not outgrow that abuse. They are ashamed for even existing.

And now for someone to say that the reason they do not look at people in the eye is because they are sexually sinning? That is VERY insulting.
I don't think I insisted on anything, but I do suspect shyness is the result of some imperfection in our character.

Well, apparently by your admission and standards most people are Godly people. At least there’s that.
I hate to turn down a compliment, but I hadn't gotten that far in my thinking.

When that opinion is calling naturally shy people sexual sinners because of it; YES.
I suspect shyness indicates there is some sin, but not necessarily sexual sin. What scripture refutes my belief?

Well, I am trying to point people in the direction of sexual chastity. I think it's the right thing to do.
Sexual charity is good but to claim that being able to look someone in the eyes has nothing to do with that.

I'm sure it is possible if one lived in the right environment and didn't get tarnished from the world. But only through relying on the Holy Spirit to empower us; of course.

I used to think this, but not anymore. I think the more one lives in a way untarnished from the world, the more one becomes conscious of the sin one previously didn't recognise as sin. Didn't even one as great as the apostle Paul admit to constantly struggling with not doing what he shouldn't, and (struggling with) doing what he should?

I think the following talks about present sin, as well as past sin.

1 John 1:8-10 If we say we have no sin, we deceive ourselves, and the truth is not in us. If we confess our sins, he is faithful and just to forgive us our sins and to cleanse us from all unrighteousness. If we say we have not sinned, we make him a liar, and his word is not in us.

I think when we sin, we have moments when we are too ashamed to look at people's eyes. I remember when I had done something wrong as a boy, and my mother would say, "Look at me."

The Lord commanded us to repent (Matt 4:17). Would he have done that if it couldn't be done?

I think when we sin, we have moments when we are too ashamed to look at people's eyes. I remember when I had done something wrong as a boy, and my mother would say, "Look at me."
But you haven't applied that to times of guilt. Even then, many people don't feel their conscience tugging at their heart when they've done wrong and have no problem looking at others straight in the eyes and lying. It is a huge mistake to try and judge another in this manner.
