Revelation 11:19 And the temple of God was opened in heaven, and there was seen in his temple the ark of his testament: and there were lightnings, and voices, and thunderings, and an earthquake, and great hail.

Revelation 15:5 And after that I looked, and, behold, the temple of the tabernacle of the testimony in heaven was opened:
The "ark of his testament", or another way of saying, the "ark of his covenant".

This is God's Eternal & Everlasting Covenant:

Psalms 89:34 My covenant will I not break, nor alter the thing that is gone out of my lips.​

Therefore, what is God's "My covenant"? That which God directly spoke Himself, the Ten Commandments, which is a transcript of His own character, even as Jesus is the Word of God, the living embodiment of the Law revealed. This word cannot be changed, even as Jesus Christ himself, cannot change:

Malachi 3:6 For I am the LORD, I change not; therefore ye sons of Jacob are not consumed.
Psalms 102:27 But thou art the same, and thy years shall have no end.
Hebrews 1:12 And as a vesture shalt thou fold them up, and they shall be changed: but thou art the same, and thy years shall not fail.
Hebrews 13:8 Jesus Christ the same yesterday, and to day, and for ever.​

Notice:

Psalms 103:18 To such as keep his covenant, and to those that remember his commandments to do them.​

Notice:

1 Chronicles 16:15 Be ye mindful always of his covenant; the word which he commanded to a thousand generations;

1 Chronicles 16:17 And hath confirmed the same to Jacob for a law, and to Israel for an everlasting covenant,​

The sentence is parallel:

This was the same "the covenant" of God that was made with Abraham and of his oath unto Isaac, being confirmed unto Jacob/Israel.

Exodus 19:5 Now therefore, if ye will obey my voice indeed, and keep my covenant, then ye shall be a peculiar treasure unto me above all people: for all the earth is mine:

Exodus 20:22 And the LORD said unto Moses, Thus thou shalt say unto the children of Israel, Ye have seen that I have talked with you from heaven.​

God's Law (Exodus 20:1-17) is eternally written in the Heavens.
