Need to pin a crime on someone? Just pick up a black person. That was allegedly the unwritten policy of Miami-area police who have been accused of civil-rights violations, the Miami Herald reports. According to charges in federal court, former chief Raimundo Atesiano and two officers of the Biscayne Park Police Department framed a black Haitian-American teenager with four unsolved burglaries—but perhaps that wasn't the only time.

We've seen this kind of behavior before in previous DOJ reports, this type of behavior is unfortunately ingrained in police culture and does not change until there is reasonable reform and accountability.

Ingrained in corrupt police culture, this is a behavior we see in departments that are corrupt. Not that all police departments do this, but when a police department is showing problems, this is one of the things you see.
