In it's very workings as described in Hebrews 8.
Some people call this forcing, saying God would never do this. But this is how God does things, by intervening in the life of those who He intends to save. There are of course many other scriptures that point this out.

God's law He writes on the heart and into our minds mind first, then they are become His people by believing in Christ. Then He becomes to us our God and we shall be His people.
We do not become His people by accepting Christ first, then He writes them on our hearts and into our minds. which is just about how most people think it works.

There is no human decision being made for those who are become a part in this NC, we respond to Him only because He has made us born again.

10 For this is the covenant that I will make with the house of Israel after those days, says the Lord: I will put My laws in their mind and write them on their hearts; and I will be their God, and they shall be My people. 11 None of them shall teach his neighbor, and none his brother, saying, ‘Know the Lord,’ for all shall know Me, from the least of them to the greatest of them. 12 For I will be merciful to their unrighteousness, and their sins and their lawless deeds I will remember no more.”

13 In that He says, “A new covenant,” He has made the first obsolete. Now what is becoming obsolete and growing old is ready to vanish away.

Heb. 8.10-13
10) For this is the covenant that I will make with the house of Israel after those days, says the Lord: I will put My laws in their mind and write them on their hearts; and I will be their God, and they shall be My people.
11) None of them shall teach his neighbor, and none his brother, saying, ‘Know the Lord,’ for all shall know Me, from the least of them to the greatest of them.
12) For I will be merciful to their unrighteousness, and their sins and their lawless deeds I will remember no more.”
13) In that He says, “A new covenant,” He has made the first obsolete. Now what is becoming obsolete and growing old is ready to vanish away.

.
In verse 10 it says
10) For this is the covenant that I will make with the house of Israel after those days, says the Lord: I will put My laws in their mind and write them on their hearts; and I will be their God, and they shall be My people.

There isn't any mention of anyone, other than The House of Israel.

How do we come to the Interpretation that these verses are about Christians?

The book of Hebrews is a new testament book about the new covenant for Christians, do you deny this?

Hebrews 8
13 In that He says, “A new covenant,” He has made the first obsolete. Now what is becoming obsolete and growing old is ready to vanish away.

Do you deny the Book, New Testament or not has a title, directly speaking to the people to whom it was addressed?

"The Epistle of Paul the Apostle to the Hebrews"

Notice it did not say, "To The Gentile Christians"

The Christians didn't even have a Covenant that this one would be New to them, it would be the First Covenant.

Besides it said.

In verse 10 it says
10) For this is the covenant that I will make with the house of Israel after those days, says the Lord: I will put My laws in their mind and write them on their hearts; and I will be their God, and they shall be My people.

So are you a part of this New Covenant, in His blood?? or not...
In this New Covenant there is no longer jew or gentile but only one new man in Christ.

Matthew 26:27-29 New King James Version (NKJV)
27 Then He took the cup, and gave thanks, and gave it to them, saying, “Drink from it, all of you. 28 For this is My blood of the [a]new covenant, which is shed for many for the remission of sins. 29 But I say to you, I will not drink of this fruit of the vine from now on until that day when I drink it new with you in My Father’s kingdom.”

1 Corinthians 11:24-26 New King James Version (NKJV)
24 and when He had given thanks, He broke it and said, [a]“Take, eat; this is My body which is broken for you; do this in remembrance of Me.” 25 In the same manner He also took the cup after supper, saying, “This cup is the new covenant in My blood. This do, as often as you drink it, in remembrance of Me.”

26 For as often as you eat this bread and drink this cup, you proclaim the Lord’s death till He comes.

2 Corinthians 3:6-18 New King James Version (NKJV)
6 who also made us sufficient as ministers of the new covenant, not of the letter but of the [a]Spirit; for the letter kills, but the Spirit gives life.

Glory of the New Covenant
7 But if the ministry of death, written and engraved on stones, was glorious, so that the children of Israel could not look steadily at the face of Moses because of the glory of his countenance, which glory was passing away, 8 how will the ministry of the Spirit not be more glorious? 9 For if the ministry of condemnation had glory, the ministry of righteousness exceeds much more in glory. 10 For even what was made glorious had no glory in this respect, because of the glory that excels. 11 For if what is passing away was glorious, what remains is much more glorious.

12 Therefore, since we have such hope, we use great boldness of speech— 13 unlike Moses, who put a veil over his face so that the children of Israel could not look steadily at the end of what was passing away. 14 But their minds were blinded. For until this day the same veil remains unlifted in the reading of the Old Testament, because the veil is taken away in Christ. 15 But even to this day, when Moses is read, a veil lies on their heart. 16 Nevertheless when one turns to the Lord, the veil is taken away. 17 Now the Lord is the Spirit; and where the Spirit of the Lord is, there is liberty. 18 But we all, with unveiled face, beholding as in a mirror the glory of the Lord, are being transformed into the same image from glory to glory, just as by the Spirit of the Lord.

Sure I'm a part of the New Covenant, all Gentile Christians are, but the Epistle to the Hebrews was to the Hebrews not to the Gentiles.

We come into this New Covenant through Christ with the Jews.

Eph 2:11 Wherefore remember, that ye being in time past Gentiles in the flesh, who are called Uncircumcision by that which is called the Circumcision in the flesh made by hands;
Eph 2:12 That at that time ye were without Christ, being aliens from the commonwealth of Israel, and strangers from the covenants of promise, having no hope, and without God in the world:
Eph 2:13 But now in Christ Jesus ye who sometimes were far off are made nigh by the blood of Christ.
Eph 2:14 For he is our peace, who hath made both one, and hath broken down the middle wall of partition between us;
Eph 2:15 Having abolished in his flesh the enmity, even the law of commandments contained in ordinances; for to make in himself of twain one new man, so making peace;
Eph 2:16 And that he might reconcile both unto God in one body by the cross, having slain the enmity thereby:
Eph 2:17 And came and preached peace to you which were afar off, and to them that were nigh.
Eph 2:18 For through him we both have access by one Spirit unto the Father.
Eph 2:19 Now therefore ye are no more strangers and foreigners, but fellowcitizens with the saints, and of the household of God;
Eph 2:20 And are built upon the foundation of the apostles and prophets, Jesus Christ himself being the chief corner stone;
Eph 2:21 In whom all the building fitly framed together groweth unto an holy temple in the Lord:
Eph 2:22 In whom ye also are builded together for an habitation of God through the Spirit.

God makes either jew or gentile born again in the same way, not a different way in the NC.
