These are the same records that are referred to in Ezra 4:15, 19 and 5:17-6:7. These passages tell how the Jews of the fifth century BC 538 BC–457 BC overcame opposition by the local Persian governor to the rebuilding of the Temple in Jerusalem by referring to these same Assyrian cuneiform court records.
First of all... 538BC is the 6th Century BC around the date Cyrus conquered Babylon.
Second, Per Ezra 1, it was Cyrus who first decreed a portion of Israelites return to Jerusalem to rebuild the temple.
Third, it was NOT Persians who opposed the rebuilding of the temple. Edomites had moved into Judea while the Israelites were in Babylonian captivity and Edom would have opposed the return of Israelites and the rebuilding of the temple. Cyrus' son and heir spent much of his time conquering Egypt which would explain why any petition from Israelites was unanswered. Cyrus' son died and an evil impostor usurped the Persian throne for several months. During that time he ordered many temples closed. He would have been the likely one to have stopped the rebuilding of the temple in Jerusalem.
Fourth, it was Cyrus' son-in-law, Darius the Great, who exposed and killed the evil impostor. It is recorded in secular history that Persians massacred the evil impostor's "followers of the lie." This is likely to be the massacre symbolized in the parable of Esther [Esther-Hadassah being Cyrus' daughter, Atossa, wife of Darius the Great]... which means the impostor [symbolized by Haman] was an Edomite. Darius the Great decreed the completion of the temple in Jerusalem in the 6th century BC.
