Federal public accommodation laws came into effect in 1964, I’m not sure about California state law, so you were subject to them.

I think he's saying that that sign does not give you the authority to override the various laws that prevent you from refusing service to protected classes. After the Civil Rights Act of 1964, no amount of signage would allow you to refuse service based on a customer's race, color, religion, or nationality. Back then, and now, you could refuse service for any other reason you chose, except for a few other protected classes that were later amended, e.g. disability or sex.
