I read a guy a couple months ago that claimed Trump was the government's attempt at keeping them in the spotlight. That is without Trump they would be descending into obscurity, with Trump they remain in your thoughts continually.
The path forward is de-centralization, not further consolidation. The reason being is that birth rates are declining all across the developed world. The only place experiencing positive birth rates is Africa, and they do not have the infrastructure necessary to exploit their labor force.
This is important because of the levels of debt the developed world has amassed from social programs. It needs an increasing birth replacement rate to continually grow, modern economies are based on debt, which requires growth to service the debt and meet entitlement promises.
The second factor leading towards de-centralization is the collapse in the energy density of our fossil fuels. The energy returned over energy invested ratios of our fossil fuels is dropping quickly. This is the primary mechanism which collapsed the Roman Empire, their debt was a symptom of the collapse in their EROEI values of their energy sources.

Who knows what that means. Government is strange, and does strange things all the time.
I have no idea what homeland security has to do with voting - or the fraud there in/or not there in.
