I have found no support for varying degrees or levels of punishment in Hell. Just the opposite. Anyone ending up in Hell will be there for the same reason and under the same conditions. The reason being separation from God by our sin and unrepentance (Isaiah 59:2), this necessarily includes the violation of the
Royal command:
Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind (Matthew 22:37).
The conditions include: everlasting death, Hellfire, and everlasting separation.
We are all guilty of having broken this Royal command, and we all have deserved eternal death.
Luke 13:1 THERE were present at that season some that told him of the Galilæans, whose blood Pilate had mingled with their sacrifices.
Luke 13:2 And Jesus answering said unto them,
Suppose ye that these Galilæans were sinners above all the Galilæans, because they suffered such things?
Luke 13:3 I tell you, Nay: but,
except ye repent,
ye shall all likewise perish.
Luke 13:4 Or those eighteen, upon whom the tower in Siloam fell, and slew them,
think ye that they were sinners above all men that dwelt in Jerusalem?

Christ is not referring to mortal death in this passage when speaking of "perishing," for obviously, the godly and godless endure mortal death. He is speaking of something that comes
after mortal death; namely, the Second Death (Revelation 2:11). Christ is also making it clear
that there is no such thing as "sinners that are above all" other sinners; not by God's standard. This would include those offending against Children. I believe that you have partly misunderstood and misapplied the verse you referenced. But maybe you are unsure since you used a question mark?
We are
all guilty of driving those nails into the Lord's hands. We are
all the cause of our God-in-the-flesh being massacred on the Cross. We were
all sentenced under death. We have
all deserved the penalty of everlasting death (Romans 6:23).
We must not compare our sins with those of Hitler. We must not compare our sins with those of Mother Teresa. Rather, God has judged us all by only one standard: Himself (Romans 3:23). By that standard we have all thought, spoke, and behaved
depravedly.
Let not any Christian think of themselves more highly than they ought by comparing their sins with those of others, neither let us judge unrighteous judgment. (Romans 12:3; 2 Corinthians 10:12; Matthew 7:2).
