Zechariah 14:8 And it shall be in that day, that living waters shall go out from Jerusalem; half of them toward the former sea, and half of them toward the hinder sea: in summer and in winter shall it be.
9 And the LORD shall be king over all the earth: in that day shall there be one LORD, and his name one.
10 All the land shall be turned as a plain from Geba to Rimmon south of Jerusalem: and it shall be lifted up, and inhabited in her place, from Benjamin's gate unto the place of the first gate, unto the corner gate, and from the tower of Hananeel unto the king's winepresses.
11 And men shall dwell in it, and there shall be no more utter destruction; but Jerusalem shall be safely inhabited.

Zechariah 14:8 And it shall be in that day, that living waters shall go out from Jerusalem; half of them toward the former sea, and half of them toward the hinder sea: in summer and in winter shall it be.

Ezekiel 47:7 Now when I had returned, behold, at the bank of the river were very many trees on the one side and on the other.
8 Then said he unto me, These waters issue out toward the east country, and go down into the desert, and go into the sea: which being brought forth into the sea, the waters shall be healed.
9 And it shall come to pass, that every thing that liveth, which moveth, whithersoever the rivers shall come, shall live: and there shall be a very great multitude of fish, because these waters shall come thither: for they shall be healed; and every thing shall live whither the river cometh.
10 And it shall come to pass, that the fishers shall stand upon it from Engedi even unto Eneglaim; they shall be a place to spread forth nets; their fish shall be according to their kinds, as the fish of the great sea, exceeding many.
11 But the miry places thereof and the marishes thereof shall not be healed; they shall be given to salt.
12 And by the river upon the bank thereof, on this side and on that side, shall grow all trees for meat, whose leaf shall not fade, neither shall the fruit thereof be consumed: it shall bring forth new fruit according to his months, because their waters they issued out of the sanctuary: and the fruit thereof shall be for meat, and the leaf thereof for medicine.

Revelation 22:1 And he shewed me a pure river of water of life, clear as crystal, proceeding out of the throne of God and of the Lamb.
2 In the midst of the street of it, and on either side of the river, was there the tree of life, which bare twelve manner of fruits, and yielded her fruit every month: and the leaves of the tree were for the healing of the nations.

If the above are all connected, though I'm not entirely certain if they are, yet they do seem to be, Revelation 22:1-2 by itself would be proving Zechariah 14:8-11 is yet to be fulfilled. Yet there's still 3 more verses to consider in Zechariah 14 as pertaining to the OP. In the event the above doesn't satisfactorily prove to some people that Zechariah 14:8-11 is meaning yet to be fulfilled.

Zechariah 14:9 And the LORD shall be king over all the earth: in that day shall there be one LORD, and his name one.

The question one needs to ask themselves, currently, are all of the above the case?

Zechariah 14:10 All the land shall be turned as a plain from Geba to Rimmon south of Jerusalem: and it shall be lifted up, and inhabited in her place, from Benjamin's gate unto the place of the first gate, unto the corner gate, and from the tower of Hananeel unto the king's winepresses.

This verse is a little more involved. Since it speaks of land, why should that land not be taken in a literal sense, as in geographically located in regions of the earth? The text mentions south of Jerusalem. How can Jerusalem not be meaning in a literal sense, as in the literal city itself? How can there be a south of a non literal place? Meaning ones who like to spiritualize things in Zechariah 14 when it seems convenient for them.

Zechariah 14:11 And men shall dwell in it, and there shall be no more utter destruction; but Jerusalem shall be safely inhabited.

Let's ask our self a question here. In 70 AD Jerusalem was destroyed by the Romans. Men indeed dwelled there at the time. But was Jerusalem safely inhabited if it got destroyed at the time? What should this be telling us about verse 11? Shouldn't it be telling us we need to be looking for a time beyond 70 AD for the fulfillment of this verse. What about today? Men dwell there, correct? But is Jerusalem safely inhabited though? One can't claim that men dwelling in it, but that it is not safely inhabited though, that this fulfills the requirement of the text. To fulfill the requirements of the text all of the following have to be true. 1. And men shall dwell in it. 2. and there shall be no more utter destruction. 3. but Jerusalem shall be safely inhabited.

It should be crystal clear to any reasonable thinking person, that Zechariah 14:11 is meaning a time after that of 70 AD, and that it is meaning a time after that of this present day and time we are living in. But for those who refuse to believe the text, that this verse proves Zechariah 14:8-11 is yet to be fulfilled, and that they then have to resort to spiritualizing verse 11 instead, which would make Jerusalem in that verse a non literal place, the same ones would need to do the same with verse 10. They would have to spiritualize the Jerusalem there as well, where one ends up with south of spiritual Jerusalem, where any reasonable thinking person should see that as utter nonsensical.

Zechariah 14:11 And men shall dwell in it, and there shall be no more utter destruction; but Jerusalem shall be safely inhabited.
We see when this happens; in Ezekiel 38:8-12, where people are gathered from many nations, into the Land restored from ruin, undefended by walls and barred gates...... The Lord will be their defense, Joel 2:20
We know who they are from Ezekiel 34:11-16...the faithful 'sheep' of God; all the true Christian believers. Romans 9:24-26, and John sees them in Revelation 9:7. Which happens after the terrible Day of the Lord's wrath, that will clear and cleanse all the holy Land for them; us Christians.

I'm not convinced this pertains to Ezekiel 38:8-12 though.

Ezekiel 38:18 And it shall come to pass at the same time when Gog shall come against the land of Israel, saith the Lord GOD, that my fury shall come up in my face.
19 For in my jealousy and in the fire of my wrath have I spoken, Surely in that day there shall be a great shaking in the land of Israel;
20 So that the fishes of the sea, and the fowls of the heaven, and the beasts of the field, and all creeping things that creep upon the earth, and all the men that are upon the face of the earth, shall shake at my presence, and the mountains shall be thrown down, and the steep places shall fall, and every wall shall fall to the ground.
21 And I will call for a sword against him throughout all my mountains, saith the Lord GOD: every man's sword shall be against his brother.

Zechariah 14:11 And men shall dwell in it, and there shall be no more utter destruction; but Jerusalem shall be safely inhabited.

When I read Zechariah 14:11, I interpret that to mean as in forever more. Ezekiel 38:18 would be contradicting Zechariah 14:11 if Zechariah 14:11 doesn't follow after the time of Ezekiel 38:18. Unless you can show in Zechariah 14 itself, that verse 11 is only meaning temporarily and not permanently, I will have to keep assuming that I am correct to conclude Zechariah 14:11 follows after the time specified in Ezekiel 38:18-21.

My interpretation of Zechariah 14:11 is that this is meaning a time after Christ has already returned to the Earth, and that if I'm correct about the connection with that of Zechariah 14:8 and Revelation 22:1-2, the timeframe would be during the new heavens and new earth.

Actually, I agree with you.
The Ezekiel 38/39 time is just when the Lord's people first occupy all of the holy Land.
The final fulfilment of Zechariah 14 will be after the Millennium.

If we look at Old Testament prophecy through the clearer lens of the New Testament, much confusion can be avoided.

There is a great deal of evidence that the New Heavens and the New Earth could be a world much like the Garden of Eden, with the sin removed.
It is a place our carnal imagination cannot comprehend.

We find below that Abraham is not looking for a return to Canaan land.
He is looking for something much better.

Heb 11:15 And truly, if they had been mindful of that country from whence they came out, they might have had opportunity to have returned.
Heb 11:16 But now they desire a better country, that is, an heavenly: wherefore God is not ashamed to be called their God: for he hath prepared for them a city.

I am looking for the same thing as Abraham in the text above, and the same thing Peter is looking for in 2 Peter 3:10-13.

So what is your conclusion pertaining to Zechariah 14:8-11? Already fulfilled? Yet to be fulfilled? Kind of hard to tell from what you wrote here.

If that is the case, that would logically place the millennium in the here and now, such as Amils conclude.
Then where is Jesus, the King of the earth?
He is with us spiritually now, Matthew 28:20, but one Day He will physically Return. Acts 1:11
