I would say to him,
Kim, may I call you Kim, that is your name isn't it?
Kim, the U.S. has no plans to destroy your country or your regime, although we do wish you would somehow disappear. You're a funny looking dude but scary nonetheless. You do have a great smile, and you're wife isn't bad looking either. You should spend more time with her and less time with the generals. The generals are pulling your strings aren't they, sorta like a puppetmaster?
Kim, President Trump calls you "Rocketman", which is almost as funny as him calling Elizabeth Warren "Pocahontas". It fits you well and sort of makes you into a cartoon character hero shooting rockets all over the place. Not a good image for the leader of a nation.
But that and all your threats and counter threats to the U.S. and other posturing aside we understand what your true goal, and your only goal is, that of reunifying Korea under communist rule, much like happened in Viet Nam. But unlike Viet Nam the western allies of South Korea aren't going anywhere. And the only way you will accomplish your goal is a successful invasion of South Korea, which if attempted would lead to the immediate destruction of your country, the means of which would be decided by your choice of weapons.
So Kim, the way I see it is this. Play with your rockets if you must but we know you have no intention of using them anywhere as it would bring the total destruction of your country as noted above.
You have no hope of conquering and placing the south under communist rule. Therefore you have only one option going forward, that is to turn your efforts toward improving the lives of your own citizens, and becoming a peaceful and responsible member of the global community of nations.
To this end we and others stand ready to lend a helping hand. Until that time we will disengage from your country and regime in every way possible while still monitoring your behavior and attitude. You may signal us if you wish to move toward the aforementioned changes and we will respond generously.
North Korea has only three choices. Continue to set off rockets in a silly and futile display of military might, successfully invade the south, or become a nation that cares for it's own people. Note that we don't care if you continue to isolate yourself from the rest of the world just as long as you aren't a threat to any other part of the world.
