John 7:38 he who is believing in me, according as the Writing said, Rivers out of his belly shall flow of living water;'

What scripture is jesus quoting?

The closest one to it appears to be
Zechariah 14:8 And it hath come to pass, in that day, Go forth do living waters from Jerusalem, Half of them unto the eastern sea, And half of them unto the western sea, In summer and in winter it is.

Living waters, the Holy Spirit.
Jesus, Pentecost, and the Apostles, who take the living waters to the east and to the west, in the summer and in the winter.

That's a good question. It may be an abbreviated reading of Proverbs 4:20-23 in the Septuagint:

"My son, attend to my speech, and apply your ear to my words, that your fountains may not fail you. Keep them in your heart. For they are life to those that find them, and health to all their flesh. Keep your heart with the utmost care, for out of these [flow] the issues of life." (LXX)

A similar passage with a similar point would be Psalms 1:1-3:

"Blessed is the man who has not walked in the counsel of the ungodly, and has not stood in the way of sinners, and has not sat in the seat of evil men. But his pleasure is in the law of the Lord, and in his law does he meditate day and night. And he shall be as a tree planted by the rivers of waters, which shall yield its fruit in its season, and its leaf shall not fall off. And whatsoever he shall does shall be prospered." (LXX)

Best I can do. There is a possibility it comes from some obscure text which borrowed from this same analogy but was not preserved.

There are many scriptures that use the analogy of living waters.

This scripture quote in John is rather specific in that it clarifies that the river of living water is flowing out of Jerusalem.

That appears to be the position @claninja takes. I'm curious, though. How do you connect the living waters to Jerusalem in John, Chapter 7? I'm not seeing a connection.

My bad. I was too slow in editing my post. John doesn't say that.

I make the connection because of what the next verse says.

Joh 7:38 he who is believing in me, according as the Writing said, Rivers out of his belly shall flow of living water;'
Joh 7:39 and this he said of the Spirit, which those believing in him were about to receive; for not yet was the Holy Spirit, because Jesus was not yet glorified.

This happened in Jerusalem on Pentecost. From the point foreword the Gospel was spread to the east and west and year round, by the Apostles who came out of Jerusalem.

Hmmm.. ok, thanks. I'm not completely sold just yet, but that's certainly an interesting take on Zechariah 14:8.
