working backwards....

The trained Roman soldiers who drove the nails. And beat him and scurged him and made him carry the cross .

The mob who screamed "crucify him".

The curious crowd who surrounded the cross and watched him bleed to death .

Pontius Pilate who condemned him to death.

The Jewish leaders who plotted to have to him killed, illegally tried him, found him guilty, and turned him over to Pontius Pilate.

Judas Iscariot Who betrayed him.

The devil and The world.

All mankind for whom he died.

MOSTLY RESPONSIBLE: Rome, represented by Pontius Pilate, who no way gets to wash his hands of responsibility. Does he think we were born yesterday?

THEN: Those who conspired to bring Jesus to Pilate: Caiphus and the other corrupt Sadducees of the Sanhedron who were worried about Jesus causing public disruption and thus threatening their good relations with the Roman overlords, and so they trumped up religious charges against him in a trial completely illegal by Jewish law.

THE LEAST: The group of people (it would have been considered a crowd by the standards of that day) actually still up in the middle of the night who were riled up by the Sanhedron into a mob, and you know how mobs take on a mind of their own.

Jesus forgave the Roman soldiers:

Luk 23:33 And when they were come to the place, which is called Calvary, there they crucified him, and the malefactors, one on the right hand, and the other on the left.
Luk 23:34 Then said Jesus, Father, forgive them; for they know not what they do. And they parted his raiment, and cast lots.

Joh 19:23 Then the soldiers, when they had crucified Jesus, took his garments, and made four parts, to every soldier a part; and also his coat: now the coat was without seam, woven from the top throughout.
Joh 19:24 They said therefore among themselves, Let us not rend it, but cast lots for it, whose it shall be: that the scripture might be fulfilled, which saith, They parted my raiment among them, and for my vesture they did cast lots. These things therefore the soldiers did.

That's specifically the soldiers no one else.


Pontius Pilate who condemned him to death.

Not really:

Mat 27:24 When Pilate saw that he could prevail nothing, but that rather a tumult was made, he took water, and washed his hands before the multitude, saying, I am innocent of the blood of this just person: see ye to it.
Mat 27:25 Then answered all the people, and said, His blood be on us, and on our children.

ATONEMENT ~= RECONCILIATION (all NASB)

Romans 5:10
For if while we were enemies we were reconciled to God THROUGH the death of His Son,
much more, having been reconciled, we shall (certain to) be saved (SANCTIFIED) by His life.

2 Corinthians 5:18
Now all these things are from God,
who reconciled us to Himself THROUGH Christ and
gave us the ministry of reconciliation,

Colossians 1:22
yet He has now reconciled you in His fleshly body through death,
in order to present you before Him holy and blameless and beyond reproach—

SUBSTITUTION ~ Jesus died FOR you..in your place

1 Pete 2
18 For Christ also died FOR sins once FOR all,
the just (Jesus) for the unjust (Man),
so that He might bring us to God, (RECONCILIATION)
having been put to death in the flesh, (CRUCIFIXION)
but made alive in the spirit; (RESURRECTION + APPEARANCES + ASCENSION)

Romans 5:6,8
For while we were still helpless, at the right time Christ died FOR the ungodly....
But God demonstrates His own love toward us,
in that while we were yet sinners, Christ died FOR us.

1 Corinthians 15:3
For I delivered to you as of first importance what I also received,
that Christ died FOR our sins according to the Scriptures,

Jesus lived for me. and died for my sins. Or, putting it another way, Jesus lived the life I should have lived and died the death I should have died.

The "they" is clearly and contextually the ones who gambled for his clothes....Roman soldiers.

No the context is much wider than that, the casting lots is an also... good try though... have a look at some good quality commentaries on the paragraph.

32 Two others, who were criminals, were led away to be put to death with him. 33 And when they came to the place that is called The Skull, there they crucified him, and the criminals, one on his right and one on his left. 34 And Jesus said, “Father, forgive them, for they know not what they do.” And they cast lots to divide his garments. 35 And the people stood by, watching, but the rulers scoffed at him, saying, “He saved others; let him save himself, if he is the Christ of God, his Chosen One!” 36 The soldiers also mocked him, coming up and offering him sour wine 37 and saying, “If you are the King of the Jews, save yourself!” 38 There was also an inscription over him, “This is the King of the Jews.”

The text is clear on one thing, Jesus didn't forgive anyone in question. He asked the Father to forgive them.

Because Jesus had emptied Himself:

did not consider equality with God something to be used to his own advantage;

7rather, he made himself nothing

by taking the very natureb of a servant,

being made in human likeness.

8And being found in appearance as a man,

he humbled himself

by becoming obedient to death—

even death on a cross!

In His humanity, He understood that all sin is ultimately against God; therefore, He asked God to forgive them. Even putting a finer point on it, He asked that their ignorance be overlooked.

Exactly keeping in step with scripture like John 3:16 which I mentioned earlier.
