Uh, I'm no expert, but I think most people who are psychopaths do feel fear. Fear of exposure as empty, fear of capture if they are doing illegal things. They are said to show low fear (or no fear, though obviously I find that hard to believe) in situations where most people would be fearful or inhibited. But the people I have known who were closest to the psychopath profile showed fear if you knew them well enough.

Not an expert.

Psychopaths don't fear either but they haven't been made perfect in love. I'm confused.
It has to do with the fear of God.... Not really about the fear of men or other fears..

The fear of God is the beggining of wisdom.. Fearing God motivates people to seriously seek God abd His will.. But in the process of Seeking Gods will one comes to find out about the Love that God has for You.. The Gospel message once believed and embraced takes away the fear of God because that fear is replaced with the Love for God.. Anyone who reamined in fear of God has not yet come to the full knowledge of the Gospel or they have not fully come to embrace and accept the love of the truth...

15 Whoever confesses that Jesus is the Son of God, God abides in him, and he in God.
16 We have come to know and have believed the love which God has for us. God is love, and the one who abides in love abides in God, and God abides in him.
17 By this, love is perfected with us, so that we may have confidence in the day of judgment; because as He is, so also are we in this world.
18 There is no fear in love; but perfect love casts out fear, because fear involves punishment, and the one who fears is not perfected in love.
19 We love, because He first loved us. (1 John 4:15-19, NASB)

I think this passage is easier to understand correctly by keeping this kind of fear in mind:

and might free those who through fear of death were subject to slavery all their lives. (Hebrews 2:15, NASB)
