Thanks to Trump speaking at a 6th grade level, and his mixing of present and future tense in the same sentence, the explanation from the White House that @LinguaIgnota posted is reasonable.

Let's look at it again:
"You look" (present tense) "at what's happening" (present tense) "last night" (past tense) "in Sweden ... Sweden ... who would believe this?" -- Glorious Leader

So "last night" referred to the Fox News broadcast he watched last night, and "what's happening" refers to the current state of affairs.

So although I hate to admit it, this isn't a case of him making up fake terrorist attacks, it seems to only be a case of him not knowing how to speak correctly.

ETA What he likely meant was, "You saw last night what is happening in Sweden".
