Another sterling example of how the United States is vastly, vastly over-regulated.

If the guy was charging for his services, that would be one thing. If he was using somebody else's commercial premises or equipment, that would be another. But since he's using his own property and equipment, and charging nobody, then they really have no valid grounds to land on him, other than this bogus "he doesn't have a license!" balderdash. Give me a break. It's not like he's trying to fly an airliner without the proper training, for Pete's sake.

All this boils down to is one of two things: the Board of Cosmetology has its nose out of joint because somebody is giving away for free what they would normally charge for, and thus they view it as money lost (even though the homeless folks this guy is helping can't pay for the services anyway); or else it all fits into the broader scheme of trying to suppress all forms of charity unless it is regulated by the government and funded by the taxpayers---so it can be controlled by "those who know what's best for everyone".

It wouldn't surprise me to see people being arrested and jailed in the near future for doing something like stopping to help somebody on the side of the road with a flat tire. "HE has no license to do that sort of thing!!! THAT activity must be restricted to the Tow Truck and Tire Repair Changer's Association, which has a Federal mandate to perform that type of activity!!!"
