My church constantly reminds us of Malachi 3:10

10 Bring the whole tithe into the storehouse, that there may be food in my house. Test me in this,” says the Lord Almighty, “and see if I will not throw open the floodgates of heaven and pour out so much blessing that there will not be room enough to store it.

I had a fellow usher mention to me he was homeless. I referred him to our pastors for help. I was told the church doesn't have money and the church is going to refer him to charities. Eventually, my brother usher left the church mentioning "Why should I serve a church that will not help me?"

This event still bothers me. I know my church brings in $$$. We have expanded to three locations. We should've helped the guy.

In my reading I found Deuteronomy 14:28

28 At the end of every three years, bring all the tithes of that year’s produce and store it in your towns, 29 so that the Levites (who have no allotment or inheritance of their own) and the foreigners, the fatherless and the widows who live in your towns may come and eat and be satisfied, and so that the Lord your God may bless you in all the work of your hands.

This scripture says to me that the church should be giving away 1/3 of it's money to help the less fortunate. Is this a correct interpretation?

No it's not a correct interpretation. For one thing, this was directed to the nation Israel. For another thing, how did you get 1/3rd? Nonetheless, I do think a church should budget money to take care of the needy in their community.

Had he given control of all his life to Jesus, been devoted to him, and made himself a servant to those in need? If he trusted the church, he can at best get what the church can do. Trusting God gets what God can do.

He very well could have.
He suffered the exact same rejection that Y'SHUA said to expect.
The same exact thing that HIS own people did to HIM.

How did I get 1/3 rd? The quote says bring the entire tithe every 3 years and give it away.

That was clear, Mel. I consider how tithes were used for Levites and widows and fatherless and strangers, not property care.

I'm not sure why your church is teaching tithing by the law but if that is what they and you want to do then you should know the truth of the tithe in Deut.

This, according to Aben Ezra, was a third tithe, and did not excuse the second tithe; so says:"I gave the third tithe to the repair of the temple,'' (Tobit 1:7)as in one copy, but, according to another, to the stranger, fatherless, and widow, which better agrees with what follows; but the Jewish writers generally understand this as the same with the second tithe, which on the two first years from the sabbatical year was carried to Jerusalem, or money in lieu of it, with which provisions were bought and eaten there, but on the third year were eaten in their own cities with the poor, and in the stead of the other; so says Maimonides (x), on the third and sixth years from the sabbatical year, after they have separated the first tithe they separate from what remains another tithe, and give it to the poor, and it is called the poor's tithe, and not on those two years is the second tithe, but the poor's tithe, as it is said, "at the end of three years", &c. and still more expressly elsewhere (y); after they have separated the first tithe every year, they separate the second tithe, Deu_14:22 and on the third and sixth years they separate the poor's tithe instead of the second; and this was done, not at the latter end of the third year, but, as Aben Ezra interprets it, at the beginning; for the word used signifies an extremity, and the beginning of the year is one extremity of it as well as the latter end of it:

and lay it up within thy gates; not to be hoarded up, or to be sold at a proper time, but to be disposed and made use of as follows.
