It was the fault of his people that he couldnt go in. But what does this exactly mean? Could he go into heaven after he died?

I feel a little unsure.
Read Numbers 20:1-12. Moses disobeyed the Lord by striking the rock at Kadesh instead of merely speaking to it, which is what God told him to do. Because of Moses' disobedience he was not allowed into the Promised Land.

Personally, I believe Moses is in heaven.

No Jew went to heaven except Elijah. And then Enoch also went to heaven. Even so, they were probably not real members of the kingdom of heaven, but reserved for a day and hour they would perish doing ministry work. But they were taken up to heaven.

Jews went to Sheol. In Sheol, they had a place called Abraham's bosom.

Truly I tell you, among those born of women there has not risen anyone greater than John the Baptist; yet whoever is least in the kingdom of heaven is greater than he. - Matthew 11:11

If Jews were going to heaven, then Christ would not have said this. Abraham's bosom is a place in Sheol where Jews did not suffer but waited for the Messiah. Many Jews today, believe in this place in Sheol. Many Jews understand that when they die, they go to Sheol and wait for the Messiah. Whether they are correct today, I am not certain, but back in 100 BC, they were correct. They would die, go to Sheol, and wait for the Messiah. Some of them were resurrected when Jesus died on the cross, so their wait was not in vain!

and the tombs broke open. The bodies of many holy people who had died were raised to life. - Matthew 27:52

These holy people were freed from Sheol, they did not return here from heaven.

And then when Christ was resurrected, those Jews remaining in Sheol, would have went to heaven with Christ.

Luke 16 has the story about Abraham's bosom.
