I was poor for a good part of my childhood. I lived in a housing project for awhile and got free gifts from charities at Christmas, etc. I also got lots of financial aid for college and even attended a less expensive "Historic Black College" after integration. A little-known fact is that desegregation meant that white students started going to Black colleges (located in the blue states below).
Some people, like Dr. Carson, use the programs for the poor and then later decry their use by future generations. Were it not for welfare programs, Dr. Carson would be the smartest janitor in the local hospital.
