Russian President Vladimir Putin has joined the list of world leaders and governments who have named the killing of Armenians at the hands of the Ottoman Empire “genocide,” just one day after the Austrian parliament issued a similar declaration, prompting Turkey to recall its ambassador.

Germany’s parliament is set to adopt a motion using the word “genocide” on April 24. Earlier this month, Pope Francis also called the massacres “genocide,” prompting Turkey to summon the Vatican’s envoy and recall its own.

The systematic massacre of 2 million Christians by Turkish Muslims in WWI with its subsequent near erasure from recorded history was an example which paved the way for Adolf Hitler to believe he could do similarly.

Russia admitted the Katyn Massacre took place under the orders of Stalin and other leaders. They don't really have to deny them because they had a scapegoat which is the Soviet Union and Stalin which they had distanced themselves from. The Germans did the same thing.

Well, "scapegoat" sounds a bit harsh.
Germans acknowledge that their country was ruled by a fascist government and they completely condemn that era, government and take responsibility for their historic deeds.

Meanwhile, Turkey praises the times of the Ottoman Empire and categorically denies any participation in acts against humanity because it would put a spot on their reputation.

The Armenian community was made up of three religious denominations: the Armenian Apostolic to which the overwhelming majority of Armenians belonged, and the Armenian Catholic and Armenian Protestant communities.

We must, however, go back to an older time, if we want to appreciate what uncontrolled Turkish rule meant, alike to Armenians and to Greeks. It did not mean religious persecution; it meant unutterable contempt ... They were dogs and pigs; and their nature was to be Christians, to be spat upon, if their shadow darkened a Turk, to be outraged, to be the mats on which he wiped the mud from his feet. Conceive the inevitable result of centuries of slavery, of subjection to insult and scorn, centuries in which nothing that belonged to the Armenian, neither his property, his house, his life, his person, nor his family, was sacred or safe from violence – capricious, unprovoked violence – to resist which by violence meant death!

In addition to other legal limitations, Christians were not considered equals to Muslims: testimony against Muslims by Christians and Jews was inadmissible in courts of law; they were forbidden to carry weapons or ride atop horses; their houses could not overlook those of Muslims; and their religious practices were severely circumscribed (e.g., the ringing of church bells was strictly forbidden). Violation of these statutes could result in punishments ranging from the levying of exorbitant fines to execution.​
