I was pondering this very question the other day. I think the two witnesses will not be two people who we will see come onto the modern day world scene. I think perhaps that these two witnesses are symbolic of something. I dont know though. One day soon i think i will dive into that book Revelation and maybe i might see more than i do now.

Moses and Elijah

If you go by a literal interpretation of Rev. 11:6, that's who they'll be.

They have power to shut up the heavens so that it will not rain during the time they are prophesying (Elijah); and they have power to turn the waters into blood and to strike the earth with every kind of plague as often as they want (Moses).

I was taught that the witnesses in sackcloth are the Old & New Testaments, but that's a topic for another thread.

Interesting. While i'm not sure about the chromatic timeline between the OP's Revelation scripture and this one that i'll post below, i think this scripture is very helpful. Are we even on the earth when the 2 prophets shut up heaven? Jesus says that where our treasure is, so is our heart. Paul teaches us that we are already risen and our life is now hidden in Christ, in heaven. He teaches us to seek those things in heaven. Where are we when these two prophets shut up heaven? Its interesting to ponder

Revelation 12:12 Therefore rejoice, O heavens, and you who dwell in them! Woe to the inhabitants of the earth and the sea! For the devil has come down to you, having great wrath, because he knows that he has a short time.”

I learned angels may not preach. And thought before that God has 12 main disciples who become apostles. As with Moses and Jesus. Only Moses' disciples Joshua and Caleb were the only two to survive and succeed. In the absence of Jesus in the body and in the hard times of the last days, only two may show forth strong.

It seems characters like Noah, Abraham, Enoch and Elijah and Moses made it possible for a grace to come to us in and through Jesus Christ. Such as when Abraham was willing to sacrifice Isaac. Without Israel, we would never have understood, faith, love, grace and salvation. Having no bearings of right and wrong and destiny based upon such...

I also consider that the two witnesses may be replacements of brothers who in the flak and hardship of life and Satan, do not rise up holy and become imbued with power, or are delayed or left behind.

I dont know OP .

the favored theories are two .

the first :being Moses and Elijah.. because they were at the transfiguration with the Lord Jesus when he was manifest in his Glory .. and God preformed through them many similar signs as mentioned in revelation.

the second : being Elijah and Enoch ... i understand the reasoning behind this choice is because it is written that-" it is appointed unto all men, once ,to die .." and these two men both were taken from the earth .. and to all intensive purposes, in our understanding ..did not yet die in the manner we consider to be death .
Enoch was not , for God took him
and Elijah was taken up in a chariot of fire and his body never found.

where as Moses went off and died and though his body was not found .. in Jude it states that Michael the archangel and lucifer contended for his body ,thus giving the appearance that he did die a natural death already ..

to my understanding this is why there are those two choices...
of course we may all be wrong and James and John the sons of thunder ..might turn up lol ..maybe peter and Paul..even better maybe two unknown beggers who so pleased the lord he sends them ?? . whoever it is it will be two who have witnessed the lamb of God in All his Glory ..:)

Thanks, the OP is about if the two witnesses will be angels or people.

And Moses body is hidden or taken up to Heaven? The witnesses must have bodies.

If Elijah were to return in the flesh, not re-incarnation, he would be as great as an angel perhaps, or not yet? He could defeat the beast? Or only together with us he will be glorified.

By being forgiven and knowing a clear conscience from sin, and seeing healings... we witness the resurrection of Christ, that Jesus is alive.

My last point was about Abraham making Jesus birth and mission possible, by his faith and obedience and love. So a person can come in the spirit of Elijah and do greater works.

The two unidentified angels that were sent to Sodom were there to witness what the Lord had said about its wickedness rising to its full measure.

The two witnesses in Revelations and their identities are only just a matter of speculation, nothing more.
In fact it doesn't matter who they are.
