Edit, why can't these black panther folks buy guns exactly? the article is totally unclear as to why. Why can't they buy a gun? For the suspicion of them blowing up pipe bombs and causing riots?

Do they have some sort of prior arrest stopping them? I just want to know the answer.

Some might say that the fact they were required to make any sort of "statement" in order to legally purchase handguns at all, and are now wanted for not cooperating with the government regarding those statements, is an infringement on their Second Amendment rights...

ETA... and the rights of the people they were allegedly buying the guns for.
