It seem that this is the beheaded from Rev 20 who will receive that task...
Revelation 20 (KJV)
4 And I saw thrones, and they sat upon them, and judgment was given unto them: and I saw the souls of them that were beheaded for the witness of Jesus, and for the word of God, and which had not worshipped the beast, neither his image, neither had received his mark upon their foreheads, or in their hands; and they lived and reigned with Christ a thousand years.
5 But the rest of the dead lived not again until the thousand years were finished. This is the first resurrection.
6 Blessed and holy is he that hath part in the first resurrection: on such the second death hath no power, but they shall be priests of God and of Christ, and shall reign with him a thousand years.
Taken literally, only the disciples and the beheaded were part of the first resurrection. The disciples were promised the thrones of judgement:
"And Jesus said unto them, Verily I say unto you, That ye which have followed me, in the regeneration, when the Son of man shall sit in the throne of his glory, ye also shall sit upon twelve thrones, judging the twelve tribes of Israel." -- Matt 19:28
"And I appoint unto you a kingdom, as my Father hath appointed unto me; That ye may eat and drink at my table in my kingdom, and sit on thrones judging the twelve tribes of Israel." -- Luke 22:29-30
The beheaded were few in number. We know that John the Baptist was beheaded; and tradition has Paul being beheaded in the days of Nero, but there is no proof. Who else?
Therefore, taken literally, the first resurrection consisted of the Disciples, John the Baptist, and maybe the Apostle Paul.
That makes sense, when you think about it. John was the messenger; and the others were the only ones of the new covenant who received the oracles of God.
