I looked up this Memoral Services article on OrthodoxWiki because my mom recently passed. About the middle of the page it contains this sentence:

Needless to say, the Orthodox people may give the names of their departed to be mentioned by the priest in the Eucharist at any time.

Does anyone know exactly what this means?

It probably means you don't have to give the priest the name of your departed only before the Liturgy begins or anything like that. I've seen people give slips of paper to be given to the priest all through the Liturgy, for the priest to commemorate and pray for.

same here. Father would just slip over to the table and commemorate the names at a convenient time and then come back.

During the service of oblation (preparation of the lamb from the prosfora) there is a remembrance of the departed, usually a priest has a list of names - so you could ask the priest to add the names to the list. I believe this is what is meant by the statement you posted. In some jurisdictions (mainly Antiochian) the names of the departed are also remembered during the Great Entrance. Some, like Fr Hopko, think this is incorrect, but nevertheless, it is done.

It wouldn't make much sense to do it after...
