A host was given to the prince of this world because man has turned their backs on following the Lord and His commandments. It's by reason of transgression the Lord has allowed these wicked rulers to rule.
Daniel 8:12 And an host was given him against the daily sacrifice by reason of transgression, and it cast down the truth to the ground; and it practised, and prospered.
Also the Lord warned the people what would happen if they forsook from following after Him.
Hosea 13:6-8

6 According to their pasture, so were they filled; they were filled, and their heart was exalted; therefore have they forgotten me.
7 Therefore I will be unto them as a lion: as a leopard by the way will I observe them:
8 I will meet them as a bear that is bereaved of her whelps, and will rend the caul of their heart, and there will I devour them like a lion: the wild beast shall tear them.
We see the same characteristics in the beast in Revelation...
Revelation 13:2
And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.
So even though Satan empowers these wicked kingdoms and kings, it is the Lord who has allowed it as part of His righteous indignation and judgment against those who refuse to listen to His Word.
