Pretty much how my father described it as well -- not too sure latter part of it; my father said after 23 years, he can't remember a time there weren't enough volunteers: easy duty, extra pay, and a gold star on your evaluation? Not many patrolmen pass up an opportunity like that.
Chaperoning a high school dance beats parking under an overpass with a radar gun for 4 hours any night of the week.
All it took was the reminder of the extra pay and the gold star. And my father's time was before VCRs, and DVRs, so some of the men didn't want to miss the football game, or whatever, but pretty much, yeah.
