Have to contact the social services of your state and start asking as they have to have some way to take care of situations like that. It could however mean that they would take the kids into state custody
I think she has put her desire for the kids secondary to whatever else is driving her to steal and all other stuff. I have seen people that will steal then then will be extremely nice and wanting to be forgiven then steal again and do it all over again preying on people that allow themselves to be abused over and over till they break and then when that happens the person acts as if it isn't their fault. I say send the woman to a psychiatrist and if your folks can't pay for it then whatever needs to be done... get er done even if the kids need to be foster cared for awhile it may be harder for them but they will realize more that you can't go around thieving and doing your thing without hurting those you love in the first place. She has slapped her folks in the face if she uses her "loving" the children while hating her parents to get sympathy.
Well it is tough but she isn't doing her daughter but a disservice allowering her to continually sin against her. My sister is having similar issues with her grandkid that wants to live with her instead of her mom but my sis can't do that permanently as her husband doesn't want to raise a child and my sister has health issues and the stress of having the child around is actually hurting her health.
Tough love.... is tough on soft people. It is possible your parent's soft attitude towards her lead to the problem in the first place as letting people off the hook over and over some will just keep pushing till they find the end. You sister needs to spend awhile in Jail I think... maybe 6 months and not be able to see her kids much to realize that it is a serious problem that sooner or later she will end up lost for good to the world and her children.
